Location: Western Hills

Conditions of Employment cont. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Archivist Series 1420 BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A Bachelor's degree (or higher degree) in archival science or bachelor's degree with a major that includes 18 semester hours in archival science, history and/or in political science or government, and 12 semester hours in one or any combination of the following: archival science, history, American civilization, economics, political science, public administration, or government.

OR Combination of education and experience - at least 30 semester hours that included courses as shown above, plus appropriate experience or additional education.

SPECIALIZED

EXPERIENCE:

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience in archival science, or in a directly related field of work such as history that involved the collection, appraisal, analysis, or synthesis of information having historical or archival values.

The following are illustrative of kinds of experience that may be accepted as meeting the professional experience requirements:

  • (1) experience as an archivist in Federal, state, religious institution, business, or other archives, or in manuscript depositories, and (2) experience of an archival nature that involved research in archival science, or in a directly related field such as history, government, economics, political science, international relations, or international law.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE:

Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

SKILLS AND ABILITIES

(KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Advanced professional knowledge and understanding of digital archival theory, principles, ethics, methods, techniques, automated information systems, and their applications to a variety of archival and library situations.
  • Knowledge of professional historical principles, concepts, methodology, and techniques, including scholarly, historical, archival and organizational research.
  • Advanced professional knowledge of Air Force and Space Force and other Department of Defense archival collections in related subject matter in order to achieve complete coverage of significant archival sources when providing reference and research service in response to requests.
  • Advanced professional knowledge of U.S. history, military history, military aerospace history, and military space history.
  • Skill and ability to perform extensive historical research in a wide variety of sources, critically evaluate and analyze sources of information, organize and synthesize documents and other research materials, and present written findings in a scholarly and coherent manner.
  • Skill in planning, organizing and curating historical collection projects.
  • Ability to communicate effectively orally and in writing.
