Summary ofJob Duties
The Human Resources Section functions as a resource to agency managers and employees in assisting them to operate with the greatest possible flexibility within the framework of personnel laws/rules and labor agreement requirements. This section provides direction and assistance to managers in meeting agency goals by helping them recruit, hire, develop and retain qualified employees. The Human Resource Section is responsible for administering and interpreting the collective bargaining agreements (CBA) and Chief Human Resource Office rules and for overseeing all activities governed by them such as recruitment, selection, training, performance appraisal, grievance resolution, participating in arbitrations and other legal venues, disciplinary actions, contract negotiations and records maintenance, safety and workers' compensation management, affirmative action/equal employment opportunity/ADA.
You will provide a full range of human resource services for managers and employees within OSP. You will serve as a business partner to the agency and may be assigned a specific region or programs to support. You will consult and oversee advice related to, but not all inclusive, merit system rules, labor, civil and employment rights laws, labor relations issues/contract interpretation and personnel rules, policies, and procedures.
You will conduct investigations, respond to grievances, and prepare disciplinary letters along with correspondence related to grievances. Advice and assistance will include performance management, leave laws, and leave programs, classification and compensation, selection/recruitment and participate in regional/agency meetings whereby you may present on a variety of HR‑related subjects. This position will review trends and identify mechanisms to enable the region and agency to be focused on employee engagement, agile‑thinking and strategic in process improvement.
A bachelor’s degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job‑related course of study determined by the appointing authority; and three years of Human Resource professional‑level experience related to the position;
OR
Valid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute and four years Human Resource professional‑level experience related to the position;
OR
Six years Human Resource experience related to the position. Four of the six years must have been at the professional level.
A master’s degree in any of the above listed courses of study may substitute for one year of professional‑level experience.
