CLASS DEFINITION
An HR Assistant II performs a wide variety of paraprofessional human resource work in a City agency human resources division. The work of this class involves no supervisory duties or responsibilities.
Incumbents receive moderate supervision from a technical supervisor. Employees in this class work a conventional workweek. Work is performed in an office where working conditions are normal. The work requires minimal physical exertion.
MINIMUM QUALIFICATION
On or before the date of filing the application, each candidate must:
Education: Have an Associate of Arts degree from an accredited college or university.
AND
Experience: Have two years of experience performing paraprofessional work in human resources.
OR
Equivalency Notes: Have one year of additional experience performing paraprofessional human resources work in one or more areas of HR, such as HR information systems management, recruitment and talent acquisition, classification and compensation, training and development, labor relations, employee benefits, and employee assistance and/or wellness programs may be substituted for each year of the college requirement. An additional year of undergraduate course work in human resources administration, business administration or public policy from an accredited college or university may be substituted for each year of the experience requirement.
KNOWLEDGE,
SKILLS AND ABILITIES
Knowledge of the principles, practices, and techniques of routine human resource administration relating to recruitment and talent acquisition, classification and compensation, training and development, policy development, labor relations, benefits administration, employee assistance and/or wellness programs.
Ability to coordinate interview and selection procedures in compliance with established policies.
Ability to conduct orientation training for new employees.
Ability to use automated record keeping and word processing systems.
Ability to deal with a variety of situations and problems under specified time constraints.
Ability to establish and maintain effective working relationships with City employees, supervisors and the general public.
Ability to understand, interpret and apply human resource policies and procedures.
Ability to communicate effectively with employees, supervisors, and the general public.
Ability to compile data and prepare reports.
Ability to prepare and maintain human resources records, forms, and files.
Ability to maintain confidentiality for all human resource related activities.
ADDITIONAL INFORMATION
BACKGROUND CHECK
Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint must be successfully completed.
PROBATION
All persons, including current City employees, selected for this position must complete a mandatory six-month/1-year probation. (update for BPD positions)
ELIGIBILITY
Qualified candidates will be considered for vacancies as they arise, for a period of at least six months. The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final.
EDUCATION ACCREDITATION
Applicants’ education must be obtained from an accredited institution. Education credentials obtained out of the US must be evaluated for US equivalency. Evaluation agencies information may be obtained es.org.
