Duties
Help
Serves as Executive Director, Army Contracting Command - Redstone, AL (ACC-RSA), and the Senior Contracting Official (SCO) (a delegated authority IAW AFAR , DoDI 5000.66) for ACC-RSA Contracting Center leading and providing oversight over 915 military and civilian contracting and non-contracting professionals located at 5 geographical locations that executes over 14,000 planned and unanticipated contracting actions valued at approximately $34B while managing over $213B in active contracts and 25,000 Government Purchase Card (GPC) transactions valued at $50M.
Responsible for the overall planning, direction, review and coordination of the activities of the Contracting Center including procurement (planning and conducting pre-solicitation, negotiation, execution and administration of contracts), contract labor relations, and management information systems functions; programming, review, and analysis of Contracting Center functions; and development of Contracting Center policy. Serves as the primary business advisor to Portfolio Acquisition Executive (PAE) Fires, Portfolio Acquisition Executive (PAE) Maneuver Air, Aviation & Missile Command (AMCOM) Life Cycle Management Command (LCMC), Commander, U.S. Space and Missile Defense Command and the Redstone Arsenal Garrison.
Advises on the total acquisition process, including policy development, compliance and review, contract pricing, contract management, and associated support. On a routine basis, this SES executes the procurement functions delegated to the SCO supporting these organizations. In addition, this SES has regular public engagements with industry and corporate C-suite members often to negotiate on behalf of the Army's premier modernization and readiness programs.
Coordinates procurements with DoW, Defense Pricing, Contracting, & Acquisition Policy, the Army Acquisition Executive (AAE), DCMA, DCAA and DLA senior leaders. In addition, SCO is responsible for staff supervision and management. Manages the overall center's mission within broad policy guidance. Interprets and implements such guidance and higher echelon direction and regulations. Incumbent keeps the CG/DCG informed on status of directorate operations and support to customers.
Performance is judged by progress shown in meeting objectives/requirements. Finally, Serves as the Acquisition Career Management Advocate (ACMA) and senior career field leader for the entire ACC-RSA workforce.
Acquisition Position Information:
1. This is a Critical Acquisition Position (CAP). Unless specifically waived by the appropriate Army official, (i.e., the Army Director of Acquisition Career Management, the Army Acquisition Executive, or the Secretary of the Army) or if the employee is Grandfathered under Chapter 87 of Title 10, United States Code (U.S.C), Section 1736(c)(1), the following are statutorily mandated requirements (Reference: 10 U.S.C. 1732 and 1737):
