Job Summary

We are seeking a Public Procurement Analyst for a contract/temporary opportunity in Alameda, CA. This role supports public-sector procurement, contract administration, vendor coordination, solicitation management, compliance research, and reporting for a mission-driven government environment.

The Public Procurement Analyst will work closely with directors, project managers, vendors, legal, risk management, and internal stakeholders to move procurements from planning through contract execution. This is a strong opportunity for a procurement professional who enjoys structured processes, public agency compliance, cross-functional collaboration, and work that supports community-focused programs.

Key Responsibilities
  • Manage procurement activities including RFPs, bids, vendor outreach, question-and-answer coordination, bid conferences, proposal evaluations, contract negotiations, and contract execution.
  • Partner with directors and project managers to develop solicitation scopes, pricing drafts, amendments, updated vendor pricing, and contract documentation.
  • Research, implement, and help enforce procurement policies, compliance requirements, and Section 3-related procedures.
  • Maintain procurement and document tracking systems, including contract dates, compensation limits, purchase orders, invoices, expenses, and contract status updates.
  • Coordinate meetings, vendor demos, procurement review meetings, departmental updates, and contract-related presentations.
  • Prepare procurement updates, administrative reports, board memos, and presentations for contracts and amendments valued above established thresholds.

Compensation: $66.00 to $72.00 per year.

Required Qualifications and Skills
  • Manage RFP, bid, solicitation, and vendor outreach processes within a procurement system.
  • Coordinate contract negotiations, amendments, insurance reviews, purchase orders, and invoice processing.
  • Support procurement policy compliance, Section 3 research, document tracking, and procurement reporting.
  • Prepare board memos, presentations, procurement updates, and administrative quarterly reporting.
  • 3-5 years of relevant procurement, contract administration, management analysis, public administration, or government-sector experience.
  • Knowledge of public procurement practices, contract administration, vendor management, and compliance requirements.
  • Ability to coordinate solicitations, evaluate proposal processes, support negotiations, and maintain accurate procurement records.
  • Strong written communication skills for reports, memos, correspondence, policies, procedures, and presentations.
  • Proficiency with modern office technology, procurement systems, document tracking tools, and specialized software applications.
  • Ability to interpret and apply federal, state, local, and organizational policies, procedures, regulations, and procurement guidelines.
  • Strong organizational skills with the ability to prioritize multiple projects, meet deadlines, and track detailed contract and procurement information.
  • Professional communication skills with the ability to work effectively with vendors, contractors, legal teams, risk management, leadership, staff, and public-sector stakeholders.
  • Sound judgment, tact, initiative, and the ability to work independently in a policy-driven and deadline-sensitive environment.
Preferred Qualifications
  • Experience working in a government agency, housing, public sector, or publicly funded program environment.
  • Familiarity with board reporting, public meeting materials, agenda memos, or executive-level procurement presentations.
  • Experience with Section 3 requirements, grant-funded procurement, compliance research, or public agency purchasing regulations.
  • Prior experience providing procurement training, leading procurement review meetings, or improving procurement workflows.
  • Bachelor's degree in public administration, business administration, finance, procurement, or a related field preferred.
