POSITION TITLE:

Director of Business & Finance (Chief Financial Officer)

JOB DESCRIPTION

Manages the business and financial affairs of the District to ensure the effective stewardship of public funds in support of high-quality educational services. Serves as the District’s chief financial officer, responsible for long-range fiscal planning, internal controls, statutory compliance, and financial transparency.

ESSENTIAL FUNCTIONS
  • Serve as the District’s senior financial authority, ensuring full compliance with state, federal, and local financial statutes and regulations.
  • Act as the primary compliance officer for New Mexico Educational Retirement Board (NMERB) and New Mexico Retiree Health Care Authority (NMRHCA) reporting, including contribution accuracy and “Return to Work” compliance.
  • Ensure strict adherence to GASB standards, PSAB requirements, Federal Uniform Grant Guidance, and the New Mexico Anti-Donation Clause.
  • Oversee the development, administration, and monitoring of the District’s operating budget.
  • Manage the Operating Budget Management System (OBMS), including submission and tracking of Budget Adjustment Requests (BARs), Cash Requests, and Quarterly Financial Reports to the New
  • Provide accurate revenue projections, cash-flow analysis, and fiscal impact assessments to inform the Superintendent and Board decision-making.
  • Direct the Fiscal Year close-out and New Year set-up processes, ensuring all encumbrances, accruals, and inter-fund transfers are executed in compliance with PSAB deadlines.
  • Organize and oversee the District’s annual independent audit, serving as the primary liaison with external auditors and ensuring timely corrective action on any findings.
  • Manage designated capital funding sources, including SB-9 (Two Mill Levy), Educational Technology Notes, and General Obligation Bonds.
  • Serve as the District’s financial liaison to the Public School Facilities Authority (PSFA) for construction reimbursement and reporting.
  • Monitor Requests for Reimbursement (RfRs) for federal and state grants (e.g., Title I, IDEA) to maintain positive cash flow and prevent supplanting violations.
  • Provide executive oversight of purchasing and accounts payable functions.
  • Serve as the final internal financial control to verify that requisitions approved by the Chief Procurement Officer comply with the New Mexico Procurement Code and Anti-Donation Clause prior to payment.
  • Ensure compliance with 1099 reporting, vendor verification, check processing, and bank reconciliation controls.
  • Maintain a rigorous position-control system aligning Human Resources contracts with the

  • Oversee the accuracy of salary schedules, increments, dock-pay calculations, and payroll

  • Supervise, evaluate, and develop all Business & Finance Department staff, fostering a culture of compliance, accountability, and cross-training.
  • Assist in the development, interpretation, and application of Board financial policies (Section

    D).
  • Keep the Superintendent and Board fully informed on financial conditions, risks, and strategic fiscal considerations.
  • Perform other duties as assigned by the Superintendent.
EDUCATION, EXPERIENCE, AND LICENSURE REQUIREMENTS
  • Master’s degree in Business, Accounting, Finance, or related field required
  • Five (5) years of experience directly related to government accounting and/or auditing, with two (2) years of experience in a supervisory capacity.
  • New Mexico School Business Official (SBO) Licensure or eligibility to obtain within 6 months.
  • Demonstrated working knowledge of the New Mexico Procurement Code (13-1-28 NMSA 1978) and experience supervising certified procurement staff.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED
  • Demonstrated experience with school enterprise resource planning software (Tyler Technologies, Infinite Visions, or similar) and their integration with workforce management platforms (Frontline/Aesop).
