Perform administrative and professional work in planning, organization, and management of community parks, open space, various city rights of way, thoroughfares, and grounds maintenance operations. Responsible for ensuring safe, quality parks and facilities are made accessible to the general public. Position has considerable responsibility in recommending and overseeing the upkeep, upgrade, construction, and/or renovation of park facilities, as needed.

- Manages division and supervises employees; hires and trains employees; schedules, assigns, and monitors work; evaluates performance; disciplines employees; directs preparation of payroll.
- Supervises and lays out work assignments for park maintenance and improvements; assigns all daily park goals and objectives in coordination with the Maintenance Supervisor, i.e., pavilion clean up, garbage collection, and preparation and maintenance of playing fields; supervises maintenance of automatic sprinkler systems.
- Manages assigned parks and facilities and ensures the safety and cleanliness of park equipment; inspects park grounds and facilities and submits recommendations on the upkeep, upgrade, construction, and/or renovation of parks.
- Coordinates the construction, maintenance, and repair of parks and recreation areas, equipment, and facilities with other City personnel as needed.
- Assists in the preparation of the Parks capital improvement budget and annual operating budget. Assists in developing goals and objectives and cost allocation. Makes recommendations and provides data for budget justification.
- Assists the Director with coordinating the planning and implementation of short- and long-range goals for parks and recreational facilities.
- Coordinates services and assists in the delivery of recreation and cultural programs by providing responsive maintenance of grounds and facilities.
- Monitors Parks and Facilities budget. Prepares purchase orders, including materials and supply requisitions.
- Assists the Director with the acquisition and development of parks and recreation facilities.
- Provides technical assistance on proposed alterations or improvements to park facilities. Assists in cost estimation. Reviews technical drawings and specifications for projects.
- Manages the noxious weeds policy/program operations and ensures compliance with all regulations. Works with the Recreation Division Administration for policy development.
- Provides technical advice and guidance to City personnel on projects being completed "in-house." Monitors work being done by contractors.
- Supervises special projects; identifies problem areas and implements solutions; orders and stages materials, supplies, and equipment for special projects, and assures projects meet goals and standards.
- Supervises setup and teardown and other tasks for special City events as directed, including occasional weekend, evening, and holiday hours.
- Monitors work sites to ensure that safety rules and regulations are adhered to, and that the work zones and all equipment are in safe operating condition.
