Location: Kotzebue

Under the direct supervision of the Housing Director, assists with implementing the Tribal Housing program. Conducts environmental reviews, building and housing materials inventory, purchasing, client application assistance, insurance reporting, and general administrative work.

Promotes the organization’s mission and vision and demonstrates integrity, professionalism, accountability, cooperation with and consideration of others. ESSENTIAL FUNCTIONS
  • Provides construction administration and management support services for the Housing Director on new construction and home renovation projects, winter emergency assistance program, and other approved tribal housing activities.
  • Plans, schedules, coordinates, and prepares for Housing Committee meetings; ensures meeting packets are complete, presentations and attendees are available, and meeting facility is available and assembled appropriately; takes minutes and documents action items and decisions; and follows up with staff on action items and deadlines.
  • Reconciles purchase orders and ensures delivery of proper materials; creates reconciliation requests when needed; maintains relationship with vendors regarding payments and orders on account.
  • Tracks inventory used on housing projects for counting of materials; conducts semi-annual inventory of the housing department materials, equipment, and supplies.
  • Maintains inventory of office equipment, furniture, and supplies; ensures upkeep and cleanliness of Housing Office.
  • Reviews insurance coverage for the Housing program; files quarterly and annual reports with the Housing Director and makes recommendations for improvements.
  • Provides information and reports to the Housing Director for insurance, finance, and audit purposes.
  • Compiles and prepares correspondence, contracts, reports, agendas, and other documents and communications from drafts, recordings, or verbal instruction as requested.
  • Assists the Housing Director with environmental reviews for construction and housing projects.
  • Aids the Housing Director in preparing requests for proposals and/or quotes in purchasing building materials.
  • Answers incoming telephone calls, determines purpose of calls, and forwards calls to appropriate staff.
  • Greets internal and external customers and visitors, determines nature of business, answers questions, and directs to appropriate personnel.
  • Screens incoming calls and correspondence; exercises judgment and responds accordingly.
  • Responds to questions and requests for information in a professional and timely manner.
  • Establishes and maintains effective filing and retrieval system of program information including client files, inventory files, insurance files, grant files, correspondence, and other records.
  • Coordinates general maintenance and repairs.
  • Receives, sorts, logs, and routes mail.
  • Builds and fosters effective working relationships with others.
  • Enhances professional growth and development through participation in seminars, educational workshops, classes, and conferences.

MINIMUM QUALIFICATIONS
  • High School diploma or equivalent.
  • Two (2) years of administrative experience.
  • A combination of relevant education and experience may be considered.
  • Valid driver’s license is required.
  • Must be able to successfully complete a background investigation and drug test.

  • Traditional forms of government and tribal customs and traditions.one
  • Applicable federal, state, tribal laws, regulations, and requirements.
  • Policies, functions, and responsibilities of the Native Village of Kotzebue and Alaskan Native culture, traditions, history, and needs.
  • Federal, state, and tribal housing programs, including the Native American Housing Assistance and Self-Determination Act (NAHASDA), Indian Health Services (IHS), and Bureau of Indian Affairs (BIA).
