The Program Development Manager supports the development, expansion, and long-term sustainability of programs serving the Qawalangin Tribe of Unalaska and the Tribal community.

Working under the direction of the EDCO, this position works across Tribal departments to help identify community and program needs, develop new initiatives, pursue funding opportunities, establish strategic partnerships, and move projects from initial concept into successful implementation.

The Program Development Manager works closely with Directors, Managers, program staff, Tribal leadership, community partners, educational institutions, government agencies, and other organizations to develop programs that reflect Tribal priorities and respond to community needs.

The position plays an important role in grant and proposal development, project planning, partnership development, and program startup. The Program Development Manager helps departments transform ideas into well-developed projects with clear objectives, activities, budgets, timelines, partnerships, and measurable outcomes.
1. Process and SOP Development:
• Draft, revise, organize, and maintain Standard Operating Procedures in coordination with department Directors and Managers, the EDCO, and other appropriate staff.
• Identify process gaps, duplicative practices, or unclear workflows across departments and design or recommend practical, standardized improvements.
• Develop process maps, checklists, forms, procedures, trackers, and other operational tools that support consistent program administration.
• Support implementation of new systems and tools, including Cognito Forms and other approved workflow platforms, when tied to process improvement.
• Maintain a master SOP log/tracker, including version-control information, review dates, and the status of proposed or approved procedures.
• Support periodic SOP and process review cycles to help ensure procedures remain current and aligned with Tribal policy and operational needs.
2. Grant Writing and Development:
• Research and identify federal, state, Tribal, foundation, and other grant opportunities aligned with Tribal priorities.

• Work with the EDCO and applicable program leadership to assess funding opportunities and develop competitive grant proposals.
• Draft and coordinate grant narratives, scopes of work, project descriptions, budgets, timelines, performance measures, and supporting documentation.
• Coordinate with Finance and program staff on budget development, allowable costs, required documentation, and grant-related planning.
3. Technical and Systems Support:
• Provide technical expertise and support for forms, databases, workflow tools, and other approved digital systems used to support Tribal program operations.
• Develop, configure, test, and improve electronic forms and workflows in coordination with the responsible department and appropriate approval authority.
• Troubleshoot routine workflow and data-collection issues and coordinate with IT or vendors when additional technical support is required.
• Support program data collection, organization, reporting, and light data analysis for operational and grant purposes.
• Assist departments in developing practical tracking tools, reports, and documentation systems as assigned.
4. Cross-Departmental Coordination and Tribal Administrator Support:
• Work directly with the EDCO on program development, process improvement, special initiatives, and organizational priorities.
• Serve as a cross-departmental resource to help align program processes with Tribal policy, approved procedures, grant requirements, and organizational priorities.
• Coordinate with department Directors and Managers to gather information, document processes, develop programs, and implement approved improvements without superseding departmental supervisory authority.
• Support the Tribal Administrator and EDCO on projects, research, planning, presentations, reports, and implementation activities.
• Track assigned action items, deadlines, project milestones, and follow-up needs and provide status updates to the Tribal Administrator.
