Position: Resident Construction Manager (DoD Eielson AFB)
Location: Eielson Air Force Base

Position Summary

KMEA, a project management and engineering consulting company, is seeking a Resident Construction Manager to oversee renovation projects focused on moisture management and mold remediation under the Military Housing Privatization Initiative at Eielson AFB, Fairbanks, Alaska. The role requires on‑site presence at Eielson Air Force Base and involves construction surveillance, design oversight, and project management to ensure compliance with regulatory standards and contract requirements throughout the privatized housing project.

Responsibilities
  • Oversee compliance with Federal and State regulatory requirements for moisture/mold remediation renovation and reconstruction projects.
  • Conduct design reviews and provide suggestions for correcting errors.
  • Review remediation plans, final project owners’ plans, payment and performance bonds.
  • Assist in facilitating design review activities and perform periodic checks on Project Owner compliance with the Davis‑Bacon Act.
  • Use client project website to manage project documentation.
  • Support construction contractor Requests‑For‑Information.
  • Notify the Contracting Officer and COR of critical issues that may affect contract performance or human health and the environment.
  • Follow company safety standards and site safety standards, and adhere to company policies.
  • Provide photographs and maintain a daily log of construction activities.
  • Perform assignments independently while consulting with others and receiving technical guidance on unusual or complex problems.
  • Plan work and meet deadlines without supervisor action.
Qualifications
  • Bachelor’s degree in construction‑related field or equivalent, or at least two years of directly related experience.
  • Current mold remediation/management license or equivalent state qualification.
  • Knowledge of federal and DoD contracts.
  • Organized, motivated, detail‑oriented team player with good oral and written communication skills.
  • Proficiency in MS Office (Word, Excel, Outlook, PowerPoint) and familiarity with AutoCAD or other relevant software.
  • Candidate must be approved by the Air Force prior to hire and approved to work on a DoD installation.
  • Willingness and ability to travel periodically as required by project needs.
  • Must pass pre‑employment drug test, MVR check, and federal government background check.
  • Eligible to work legally in the United States.
