Scope

The Willow Facilities Construction Supervisor reports to the Willow Facility Construction Superintendent as part of the Willow Construction Core Team and is responsible for the safe and successful delivery of the Willow Facility Program.

The Construction Supervisor oversees Construction Coordinators responsible for day-to-day field activities and works with the Field Facility Planner to coordinate, prioritize, and progress contractor work scopes. The position is accountable for construction readiness, field execution, contractor management, HSE performance, and delivery of project milestones.

Responsibilities include reviewing engineering drawings, verifying material quantities, identifying material shortages, execution issues and constraints, reviewing contractor execution plans, and leading the construction readiness process before contractor field mobilization. Once mobilized, the Construction Supervisor monitors construction progress, identifies and resolves SIMOPS issues, provides input on critical activity prioritization, and ensures the health and safety of field personnel.

The Construction Supervisor must be knowledgeable in construction installation methodology and contract management, with specialized expertise in at least one of the following areas:
Civil (ice, concrete, gravel, bridge erection, VSM/piling),
Pipelines, Structural Steel Erection, Mechanical (piping, HVAC systems, rotating equipment), or Electrical, Instrumentation & Controls
.

Key Responsibilities
  • Develop and finalize yearly construction plans and Construction Readiness checklists.
  • Review construction permits, regulatory stipulations, engineering drawings, execution constraints, and hazards.
  • Participate in constructability reviews and provide input to facility planning.
  • Support construction logistics strategies covering camps, aviation, ground transportation, equipment, fuel forecasting, material delivery, and laydown requirements.
  • Lead the Construction Readiness process and weekly Company/Contractor planning meetings.
  • Ensure Company and Contractor deliverables are reviewed and approved before contractor mobilization.
  • Provide oversight of assigned construction resources to achieve project milestones and meet scope, cost, quality, and HSE requirements.
  • Monitor contractor performance through Construction KPI reports and identify performance-improvement opportunities.
  • Interface with and oversee contractor field leadership.
  • Manage interfaces between multiple field construction contractors.
  • Manage day-to-day activities associated with construction contracts.
  • Coordinate overall project execution and SIMOPS activities with Drilling, Completions, and Operations.
  • Ensure execution strategies, priorities, and milestones are implemented in the field.
  • Lead HSE performance and enforce applicable policies, procedures, guidelines, and regulatory requirements.
  • Perform jobsite walk-downs and review contractor THA/JHA documentation.
  • Participate in contractor toolbox and safety meetings and reinforce COPA safety processes.
  • Facilitate Predictive Indicator and safety-engagement meetings with Company and contractor leadership.
  • Participate in the COPA Behavior Based Safety (BBS) observation system.
  • Support the COPA Incident Free Culture (IFC) program through workshops, field engagements, instruction, and training.
Requirements
  • 10+ years of construction experience.
  • 7+ years of construction supervision/construction management experience.
  • Proven ability to lead and successfully deliver large construction projects.
  • Proven ability to manage interfaces involving multiple field construction contractors.
  • Ability to work on the North Slope on a rotational schedule.
  • Strong construction execution, contractor-management, planning, and HSE leadership capabilities.
  • Specialized construction expertise in at least one of the following:
    Civil, Pipelines, Structural Steel, Mechanical, or Electrical/Instrumentation/Controls.
Preferred
  • Bachelor’s degree or higher in Engineering, Construction, or a related field, or relevant field experience.
  • Previous Conoco Phillips Capital Projects Management System (CPMS) experience.
  • 5+ years of construction experience in Arctic conditions.
  • Large-project experience interfacing directly with project leadership.
