- This position supervises the Utility, Public Works, and Building Department to include various engineering projects, providing direction for the City’s capital projects, and city grant writing priorities.
- Responsible for the enforcement of the building code ordinances, collaborates with other departments, contractors, consultants to ensure the successful planning and design for infrastructure projects.
- Evaluates engineering feasibility, cost estimates, and environmental impact assessments and assists and collaborates with other City departments as necessary to ensure alignment with city goals and regulations.
- Prepares capital project requests and manages capital projects from project scope development through design and construction.
- Contributes to the operation and maintenance of infrastructure including, but not limited to overseeing multiple divisions such as building, engineering, street maintenance, building maintenance, capital construction, water and sewer infrastructure.
- Keeps records of the City of North Pole water and sewer utility systems to confirm compliance with city, state, and federal regulations.
- Prepares bid documents, evaluates bids, quotes, and proposals. Confirms contractors are in accordance with City ordinances.
- Prepares and monitors the City Services Department’s annual operating and capital budgets.
- Sets goals and objectives for the City Services Departments with assistance from the Public Works Supervisor and the Utilities Supervisor.
- Serves as City’s point of contact for review of all platting and planning actions within the City of North Pole.
- Oversees issuing of building permits and building inspections. Conducts site visits, inspections, and quality control checks as needed. Ensures compliance with adopted codes and standards.
- Required to present department project updates at council meetings twice monthly and various board meetings associated with the position.
- Other duties as assigned in North Pole Municipal Code (NPMC 2.25.030) and by the Mayor.
Note:
Any combination of education, training and work experience will be considered.
- Two years of engineering experience.
- Experience in public works, public utility operations and municipal capital projects in Alaska would be preferred.
- Funding source research and grant writing knowledge and experience.
- Reading and interpreting maps of GIS, plans, specifications and contracts.
- Experience developing organizational budgets.
- Technical skills related to hardware and software, business applications and associated programs like Microsoft Word, Excel, Outlook, PowerPoint. Knowledge of network management and security systems.
- Responsible for oversight of department funds and budgets.
- Develop design solutions that meet the needs of the City.
- Manage project schedule, scope, and quality.
- Occasional travel for training and site visits.
- Monitor and evaluate operations to ensure efficient use of resources and city codes.
- Principal accountability for the department’s budget and fiscal management.
- Strong collaborative skills in working with diverse people to ensure sensitive and equitable treatment of all citizens. Must work well with other departments in the City of North Pole.
- Proactive and solution-oriented with a can-do attitude on all tasks.
- The duties of this position are performed primarily in an office environment. The ability to bend, stoop, reach overhead, twist upper body from side to side and to lift and carry up to 50 pounds may be required.
- Additionally, this position may be required to assist public works and utility personnel with tasks and should be able to maintain the physical fitness, strength, agility, and stamina to work in all Alaskan environments for extended periods in a safe manner.
