City Planner/Planning Director
Description
The City Planner / Planning Director is responsible for the administration and coordination of the City of Craig's planning, zoning, land use, development review, platting, permitting, code administration and enforcement, economic development, grant administration, emergency planning, and related municipal functions.
The Planning Director serves as the primary professional resource for planning and land use matters and is responsible for interpreting and applying the Craig Municipal Code, applicable state and federal statutes and regulations, adopted plans, development standards, and other applicable requirements.
The Planning Director independently reviews and processes land use and development applications; prepares staff reports, findings, recommendations, resolutions, ordinances, notices, maps, and other documents; administers Planning Commission proceedings; provides professional planning support to the City Council, City Administrator, City departments, boards, and commissions; and serves as a liaison between the City, applicants, property owners, agencies, consultants, and the public.
The position requires substantial independent judgment, research, analysis, communication, project coordination, and knowledge of municipal government and land use administration.
Responsibilities- Prepare special reports, studies, drawings, maps, presentations, and other documents for City officials, boards, commissions, agencies, and the public.
- Conduct research and analysis on planning, zoning, land use, property, development, economic development, and municipal issues.
- Maintain professional knowledge of planning practices, municipal regulations, grant requirements, and applicable state and federal requirements.
- Attend training, conferences, meetings, and professional development activities as appropriate.
- Maintain confidentiality of sensitive information and exercise sound professional judgment.
- Perform other related duties and special assignments as directed by the City Administrator.
- Must be self-motivated and able to work with minimal supervision.
- Must be able to communicate effectively with the general public, city staff, and elected and appointed officials both orally and in writing.
- Must possess a high degree of integrity.
- Must have the ability to interpret local, state and federal codes, statutes and regulations as they relate to planning matters
- Must possess a working knowledge of city and municipal government structures, have the ability to read and interpret municipal code, state statute and federal regulations and documents.
- Must be able to interpret maps, charts, engineering documents, and project specifications
- Must have an understanding of planning principles and practices at the local level.
- Must have the experience and knowledge to use standard computer software programs. A working knowledge of database programs and AutoCAD is preferred.
A bachelor’s degree in planning, rural development, public administration or related field is preferred. Bachelor’s degree may be substituted with five (5) years of progressively responsible experience working in local government with an emphasis on planning, code interpretation/enforcement, land use management, grant management, and project management.
