Cyber Security Program Manager

Duties

Ensures effective and efficient Cyber Security programs are established and maintained throughout the installations.

Ensures that community-wide IT (information technology) services provided to customers on the installations are in compliance with Cyber Security rules and regulations.

Develops, coordinates, maintains, and ensures all systems connected to the networks meet all established requirements.

Supervises a group of employees engaged in Cyber Security functions, planning work to be accomplished by subordinates, setting priorities and scheduling completion.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

This position requires Temporary Duty (TDY) or business travel approximately 15% of the time away from your permanent duty station.

Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450 (5

CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually, in accordance with DoD Directive 5507-R, Joint Ethics Regulation, dated 17-Nov-2011.

This position is designated Tier 5, Critical or Non-Critical Sensitive, High Risk and requires the incumbent to obtain and maintain a Top Secret Security Clearance Level as a condition of employment.

In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level:

1) Foundational qualification requirements within 9 months,
2) Resident qualification requirements within 12 months,
3) 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap).

This is a drug testing designated position (TDP) under the Department of the Army Drug-Free Federal Workplace Program in accordance with AR 600-85. Signing of a DA Form 5019 (Condition of Employment for Certain Civilian Positions Identified as Critical under the Department of the Army Drug-Free Federal Workplace Program) acknowledging periodical random drug testing requirements is mandatory prior to being placed into this position and periodically thereafter.

Those individuals not currently occupying a TDY position must successfully complete a pre-appointment drug test prior to being placed into this position and periodically thereafter.

A one year probation to assess your ability to perform supervisory may be required unless previously completed.

Appointment to this position may require a three year probationary period unless the appointee has previously completed.

This is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Appointment to this position does not confer competitive status.

This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
