Overview

Kikiktagruk Inupiat Corporation (KIC) is seeking an Assistant Land Manager to support the management of its diverse and expanding land portfolio. Since gaining interim title to over 200,000 acres of land through the Alaska Native Claims Settlement Act (ANCSA) in 1971, KIC has continued to grow its holdings through acquisitions and work with federal agencies. The Assistant Land Manager works under the direction of the Land and Resources Manager to help enforce policies, coordinate land use initiatives, and support strategic planning.

This role includes fieldwork, project coordination, and community engagement, as well as assisting with the oversight of land leases, permits, and resource development. The Assistant Land Manager also serves as a point of contact for shareholders, agency partners, and the general public.

This position requires fieldwork using KIC vehicles and equipment, and candidates must pass a background check and meet specified driving standards.

Responsibilities

Duties and Responsibilities

Strategic Land Acquisition
  • Assist with oversight of various special projects, as directed by the Land and Resources Manager.
  • Enforce policies, procedures, and programs in accordance with Federal, State, and local laws pertaining to land acquisition, reconveyance, and use, and in accordance with the wishes of the Board of Directors.
  • Work closely with the Bureau of Land Management to secure fee simple title of ANCSA Lands.
  • Work closely with the Bureau of Land Management to assist in securing fee simple title of ANCSA Lands.
  • Enforce the management, disposal, and acquisition of lands, in alignment with the direction of the Land and Resources Manager.
Land and Property Management
  • Assist with property leases, commercial use permits, and sand, gravel, and rock sale agreements.
  • Assist with the shareholder land sales program, cabin site leases, camping permits, and dog lot lease program.
  • Inspect KIC lands using various modes of transportation including, but not limited to: truck, ATV, snow machine, boat, airplane, hiking, and walking.
  • Work with the conveyer (surveyor) to understand land ownership, size, location, and related details.
  • Serve as a resource to local KIC shareholders and the general public, providing education about the location, management, and development plans for KIC lands.
  • Gather data during fieldwork and prepare detailed written and oral reports of all activities on KIC lands to the Land and Resources Manager, KIC Land Committee, and Board of Directors.
  • Maintain organized land records and other land-related documents.
  • Update and maintain maps of lands owned by the company.
Environmental and Safety/Security
  • Enforce hazardous waste and reclamation policies for lands.
  • Monitor and assess conditions on KIC lands that could result in injury or loss due to fire, flood, or any other human or natural causes, and enforce appropriate security measures.
  • Coordinate project work and ensure safety training is scheduled as required.
  • Report any unusual or suspicious conditions or behavior detected during interactions with the public to the Land and Resources Manager, and assist with the prosecution of trespassing on KIC land.
Financial and Logistics Planning
  • Support land use and financial analysis when negotiating land acquisitions, and purchase agreements.
  • Prepare annual budgets related to land department field operations, and equipment.
  • Prepare timely permit applications to appropriate agencies for obtaining gravel.
  • Prepare correspondence, statistical reports or graphs, weekly work summaries, and other reports as required.
  • Oversee and maintain a check-in/check-out procedure for equipment.
Other Duties and Responsibilities
  • Attend and actively participate in meetings at the local, regional, and national levels related to KIC lands.
  • Perform other duties as assigned by the Land and Resources Manager or the Board of Directors.

Requirements

Education/Experience



Required:

  • 3+ years of work experience with progressively increasing responsibility demonstrates ability to meet core competency requirements.
  • 2+ years of experience working in a land or natural resources field.
  • Work experience in Alaska with emphasis with Alaska Native Corporations, ANCSA and ANILCA.

Preferred:

  • Bachelor's Degree in a Natural Resource field (wildlife biology, fisheries biology, forestry, or natural resource management), Civil Engineering, Urban Planning, or Business.

Required:

  • Ability to maintain a high level of confidentiality.
  • Knowledge and understanding of Alaska Native Claims Settlement Act (ANCSA) and Alaska National Interest Land Conservation Act (ANILCA).
  • Knowledge of Alaska Native cultures.
  • Understanding of and ability to implement basic federal and state land and fish and game laws and practices.
  • Knowledge of federal, state, and local laws pertaining to acquisition, reconveyance, and use.
