Plans the work to be accomplished by subordinate civilian personnel; sets and adjust short-term priorities, and prepare schedules for completion of work; assigns work to subordinates based on priorities, selective consideration of the difficulty, requirements of assignments, and the capabilities of employees; evaluates work performance of subordinates; gives advice, counsel, or instruction to employees on both work and administrative matters; interviews candidates for positions in the unit;

recommends appointment, promotion, or reassignment; hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager; effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases; approves leave; identifies developmental and training needs of employees, providing or arranging for needed development and training; finds ways to improve production or increase the quality of the work directed;

and develops performance standards for the personnel in the Unit. Interprets guidelines provided by installation, higher headquarters and other DOD agencies, assesses airfield mission requirements, establishes command goals, and makes decisions on how to accomplish objectives. Employee maintains status on the availability of airfield equipment and facilities required in support of the mission to include buildings, grounds, and the assignment of office space, hangars, and parking ramps to tenant units and other DOD entities.

Resolves disputes between tenants and other airfield customers. Employee develops policies and procedures, including SOPs, for use of the airfield to meet the needs of all customers. Employee is responsible for management of airfield operations and services, including flight planning, flight data processing, Notices to Airmen (NOTAMS), scheduling, customer service, aircraft fueling requirements, maintenance of transient aircraft, and ensuring the airfield meets all required DOD/DOT regulations, laws and environmental standards.

Develops and manages emergency personnel and asset evacuation plans. Employee projects, manages and provides budget requirements to the Airfield Manager. In coordination with the Airfield Manager, employee develops, implements, manages, and annually reviews airfield-related plans and programs including the Foreign Object Damage (FOD) Prevention Program, Quality Assurance Program, Wildlife Hazard Management Program, Airfield Management Training Program, and Flight line Driving Training Program.

Coordinates with external agencies to ensure airfield requirements are included in installation-level plans such as Snow and Ice Removal Plan, Physical Security/Anti-Hijacking Plan, Aircraft Pre-Accident Plan, and Public Relations/Noise Abatement Programs. Develops inter and intra agency letters and memorandums of agreement (LOA/MOA) and operating instructions in support of airfield, air traffic, and airspace requirements. Employee coordinates the scheduling of airfield activities with tenant and transient unit commands using the airfield, and coordinates with the Corps of Engineers and Directorate of Public Works or Construction and Facilities Management Officer concerning problems with facilities including long-range construction plans for the airfield.

Incumbent reviews and makes changes/modifications in regard to construction projects on the airfield. Recommends priorities for all airfield activities which compete for airfield or installation resources. Establishes information and management channels, programs, and devices to improve and control airfield operations. Coordinates directly or authorizes subordinates to coordinate directly with community activities and tenant units to improve airfield operations and facilities and to solve conflicts or problems which may arise.

Provides and maintains facilities and operations appropriate for VIP passengers. Prepares and/or reviews reports required by regulations or higher authorities. Plans for the stationing of increased aviation units, activities, and equipment. Prepares and implements policies for airfield and aviation operations. Employee administers and monitors the maintenance program for all assigned equipment and is the hand receipt holder and maintains property accountability for equipment.

Employee is responsible for the policing and maintenance of airfield grounds; is responsible for planning, coordinating, and directing airfield operations, and assists the airfield safety officer in conducting weekly inspections. Employee is the airfield information management officer (IMO) and environmental quality officer (EQO), responsible for the maintenance, security and update to computer systems and all airfield environmental issues. Incumbent will act as Airfield Manager in the absence of the Airfield Manager.
