GENERAL PURPOSE OF THIS JOB

The Electric Distribution Supervisor is AP&T's management representative responsible for the people, performance, planning, and coordination of the union-represented line crew serving Prince of Wales Island. The position provides direct employee supervision, administers the collective bargaining agreement, plans and tracks work, and connects line operations with engineering, generation, customer service, contractors, and company leadership. The supervisor is accountable for safe, reliable, cost-effective execution of electric distribution construction, maintenance, metering, and service work through the assigned crew.

As a member of management, this position promotes accountability, respectful labor relations, and AP&T's employee-owner culture.

ROLE AND RESPONSIBILITIES Management Representation and People Leadership
  • Serve as the direct supervisor and primary management contact for assigned Journeyman and Apprentice Linemen.
  • Represent AP&T management in directing work, applying company policy, administering the collective bargaining agreement, and addressing employee relations matters.
  • Set clear performance expectations and provide regular coaching, feedback, training, personnel development, and performance evaluations.
  • Participate in and make recommendations regarding hiring, onboarding, promotion, job progression, corrective action, discipline, and termination in coordination with Employee Services and company leadership.
  • Manage attendance, conduct, qualifications, training requirements, long-term assignments, and succession needs.
  • Build constructive labor-management relationships while maintaining the Company's management rights and operational responsibilities.
  • Promote AP&T's employee-owner culture through communication, accountability, teamwork, and responsible use of company resources.
Safety Leadership and Field Oversight
  • Champion a strong safety culture and ensure compliance with OSHA, NESC, AP&T safety rules, operating procedures, and applicable regulatory requirements.
  • Ensure crews are appropriately trained, qualified, equipped, and assigned for the work to be performed.
  • Monitor safety performance and field execution at a supervisory level without replacing the Line Foreman's responsibility for direct jobsite leadership and day-to-day work methods.
  • Identify and address safety concerns, support incident reviews, track corrective actions, and reinforce lessons learned.
  • Exercise stop-work authority and ensure unsafe conditions are promptly corrected or escalated.
Work Planning, Scheduling, and Crew Performance
  • Develop short-term and long-range work plans for distribution construction, maintenance, service work, system repairs, and upgrades.
  • Prioritize and schedule work based on safety, reliability, customer needs, staffing, budget, material availability, and operational risk.
  • Assign crews, equipment, and qualified employees appropriate to the scope of work and applicable contract requirements.
  • Track schedule performance, productivity, overtime, backlog, project status, and other crew metrics; address performance gaps and communicate results to management.
  • Coordinate line crew work with engineering, generation operations, customer service, permitting agencies, municipalities, contractors, and joint-use partners.
  • Support emergency response, outage restoration, and storm recovery, including participation in the on-call rotation as assigned.
Labor Agreement Administration
  • Apply the collective bargaining agreement consistently in daily operations.
  • Ensure crew assignments, overtime distribution, job progression, scheduling, and other working conditions follow contract requirements.
  • Document and address attendance, conduct, and performance concerns in coordination with Employee Services and management.
  • Participate in investigations, grievance handling, labor-management discussions, and resolution of workplace concerns.
  • Maintain appropriate management documentation and protect confidential employee and labor-relations information.
Estimating, Engineering Coordination, and Switching
  • Work with the Operations Manager, Line Foreman, engineering resources, and crew members to develop or review cost and schedule estimates for line extensions, new or upgraded services, distribution upgrades, and related projects.
  • Review staking information, material lists, job packages, and crew input for completeness, constructability, and quality before final processing or approval.
  • Complete or support line-extension workbooks, permitting needs, special equipment needs, contractor requirements, and other project cost inputs.
  • Lead or coordinate the development and review of switching orders and outage plans within the employee's qualifications and company authorization.
  • Plan and track execution of basic line extensions and new services; the union crew performs installation and field execution.
