Position Summary: Responsible for managing land, right-of-way (ROW), easement, and property access activities that support the Company's pipeline, facility, and infrastructure assets. Provides expertise and guidance on land and access matters to support safe, reliable operations, regulatory compliance, and successful project execution while maintaining positive relationships with landowners, agencies, and stakeholders.

  • Manage the administration, renewal, and protection of land, ROW, easements, leases, licenses, and surface use agreements required for Company operations and capital projects.
  • Provide guidance on land ownership, property rights, ROW management, surface access, and related legal and regulatory requirements.
  • Negotiate and administer agreements with private landowners, Alaska Native corporations, state and federal agencies, and other stakeholders to secure and maintain property access rights.
  • Support capital projects and operational activities by identifying land constraints, obtaining necessary access rights, and assisting project teams in evaluating property-related risks and mitigation measures.
  • Ensure compliance with applicable laws, permits, regulations, and contractual obligations governing land access and property interests.
  • Monitor and address encroachments, third-party crossings, and other activities affecting Company property rights, helping to mitigate operational and business risks.
  • Coordinate with Legal, Regulatory, Engineering, and Operations personnel on land-related issues, claims, disputes, and agreement administration.
  • Maintain accurate land records, title documentation, agreements, and mapping information while supporting continuous improvement of land and ROW processes and practices.

MINIMUM REQUIREMENTS (Education, Experience, Professional Associations):

Mandatory Requirements

  • Bachelor's degree in Business, Real Estate, Land Management, Natural Resources, Engineering, Legal Studies, or a related field preferred.
    • Equivalent combination of education and relevant experience may be considered.
  • Minimum of 5 years of progressively responsible experience in land administration, right-of-way, real estate, energy infrastructure, pipeline operations, or a related field.
  • Experience working with complex land agreements and managing property rights associated with infrastructure assets.
  • Experience working with private landowners, Alaska Native corporations, state and federal agencies, and regulatory authorities.
  • Current Valid Driver’s License with an acceptable driving record.
  • Successfully pass a pre-employment background check and drug screening.

Preferred Requirements

  • Working knowledge of easements, leases, surface use agreements, ROW management, and real property principles.
  • Experience working with Alaska Native corporations, private landowners, and state and federal regulatory agencies.
  • Demonstrated negotiation, stakeholder relationship management, and problem-solving skills.
  • Ability to evaluate land and access issues and communicate potential operational, regulatory, and business impacts.
  • Strong organizational, communication, and record management skills.
