Duties Manages and directs the activities and functions of the support facility including flight operations; training of aviators and crew members; the safety program;
Aviation Unit Maintenance (AVUM) and Aviation Intermediate Maintenance (AVIM) of all assigned aircraft. Provides planning, policy, technical and administrative direction to a specialized work force through subordinate supervisors when assigned or directly when subordinate supervisors are not authorized or assigned. Manages assigned fiscal, material and personnel resources by determining the organizational structure within manning and budgetary restraints and guidelines, and insures that optimum use is made of all assigned resources through effective management techniques.
Responsible for proper utilization of aircraft in the performance of all missions both tactical and administrative. Responsible for supporting the state ARNG aviation program and ensuring that adequate aircraft and aviators are available to accomplish assigned aviation missions. Such missions include but are not limited to aviation support of other non-aviation units, developing and maintaining current high level aviator skills, participating in and support of military exercises and operations, training and preparation for mobilization, and responding as necessary to aviation requirements in natural disaster or state emergency situations.
Responsible for proper utilization of aircraft in the performance of all missions both tactical and administrative. Plans and assigns work to be accomplished by 2 or 3 General Schedule GS-12 level or AGR pilots with equivalent duties and responsibilities, and additional support and Wage Grade employees. Sets priorities ad prepares schedules for completion of work. Makes assignments based on priori ties, difficulty and requirements of the assignment, and the capabilities of individual employees.
Conducts employment interviews. Recommends employees for appointment, promotion or reassignment. Establishes performance standards. Monitors and evaluates employee performance. Assists employees in reaching performance goals. Informs subordinates of agency policies and programs. Hears complaints and grievances from employees. Resolves those which can be informally resolved, and/or makes recommendations for resolution to appropriate deciding official. Approves/disapproves leave. Identifies developmental and training needs of employees and provides or obtains training:
Promotes acceptance and adherence of programs such as Equal Employment Opportunity, Federal Women' Program, Physically Handicapped, labor-management relation, and other similar special emphasis programs. Maintains an effective position management program. Assures position descriptions are accurate and positions are operating as intended. Oversees the training operations of assigned or attached aircrew members through a subordinate supervisor if assigned. Manages and directs the standardization, training, proficiency, currency, safety and maintenance programs of the activity.
Standardizes methods and procedures of flight instructions and flight proficiency for the activity and may fly with flight instructors, unit instructor pilots, and assigned aviators in assigned aircraft to assure the validity of methods and procedures and conformance to Aircrew Training Manual requirements. Responsible for the planning and supervision of an extensive and comprehensive pilot and crew member training program including Additional Flight Training Period (AFTP) program.
May attend conferences on aviation or allied subjects, participating with representatives of other services, officials of civic organizations, or city, state, and federal government. Oversees the aviation maintenance function through a subordinate Supervisory Aircraft Pilot or Aircraft Mechanic Foreman and ensures maintenance of assigned and supported aircraft in accordance with established procedures. Manages the flight test program following repairs and ensures that all operational aircraft are airworthy.
Responsible for the overall safety program for the activity. Formulates, monitors, and when required or directed, executes the aircraft pre-accident plan, hurricane or severe weather evacuation plan, search and rescue plan and area disaster plan.
