Caladwich is seeking highly motivated, detail-oriented Senior Contract Specialists (Program Manager) to support the CDC Office of Acquisition Services (OAS). This role is ideal for acquisition professionals who thrive in a fast‑paced federal contracting environment. Sr. Contract Specialists (Program Manager) will lead the contract support team while overseeing acquisition lifecycle support, managing staffing, required reporting, customer satisfaction, and performance metrics.

Core responsibilities
  • Provide cradle-to-grave acquisition support for assigned procurement actions.
  • Conduct acquisition planning and market research.
  • Prepare and edit RFPs, RFQs, IFBs, Combined Synopsis/Solicitations, D&Fs, memoranda, and acquisition documentation.
  • Support SBA 8(a), SBCX, and GWAC acquisition activities to include inputting information and documents for small business review of procurements as required.
  • Assist with solicitation notices, proposal conferences, evaluations, negotiations, and source selections.
  • Prepare award documents, FPDS reports, notices of award, and debriefings.
  • Facilitate the technical and past performance evaluation discussions and assisting with the scoring and ranking of offers and quotes.
  • Coordinate with Contracting Officers, CORs, program offices, and vendors.
  • Maintain procurement schedules and respond to data calls.
  • Provide advice and assistance to contractors and program officials on administration issues.
Requirements Operational Support
  • Perform post‑award administration including modifications, option exercises, and de‑obligations.
  • Maintain complete electronic procurement files and submit within required timelines.
  • Prepare weekly, bi‑weekly, and monthly status reports.
  • Participate in kick‑off meetings and provide contract administration support.
  • Ensure compliance with FAR, HHSAR, CDC policies, and procurement integrity requirements.
Required Qualifications
  • Bachelor’s degree in Business Administration, Acquisition Management, Public Administration, or related field preferred; equivalent federal acquisition experience may be considered.
  • Minimum five (7) years of federal contracting or acquisition support experience performing pre‑award and post‑award acquisition functions under the Federal Acquisition Regulation (FAR).
  • FAC‑C Professional certification (or current DHS/USCG equivalent certification standard) required.
  • Strong working knowledge of FAR, HHSAR acquisition policies, simplified acquisition procedures, contract administration, and federal procurement lifecycle processes.
  • Experience utilizing federal procurement and financial management systems.
  • Excellent written and verbal communication skills, including the ability to prepare acquisition documentation and communicate effectively with Government stakeholders and vendors.
  • Proficiency in Microsoft Office Suite, including Word, Excel, Outlook, and PowerPoint.
Other Requirements
  • Must be a U.S. Citizen.
  • Ability to obtain and maintain a favorable background investigation or security clearance as required by the contract.
  • Must be able to pass background investigations including a FBI fingerprint check and a National Agency Check with Inquiries (NACI) adjudication.
