This posting is for an Engineering Technician II position in the Winston Salem 1 Construction Office. This advanced level position will serve as support for higher level engineers in the administration of highway construction contracts.

• Monitoring contractor’s daily operations and performs and/or reviews test reports to ensure that all work and materials conform to specifications, plans, and contract documents.
• Will perform contract administration duties such as pay record entry/review, materials-received reports, certified payroll review, daily diary review, as-constructed plans preparation, and monthly quantity verification prior to estimate payment.
• Resolve daily constructability issues and troubleshoot problems to mitigate delays to project delivery.
• Assists other Department personnel and contract forces in utility relocation efforts by inspecting and tracking relocation work.
• Anticipates contractual problems and advises engineering staff of the need for plan revisions, supplemental agreements, or other contract adjustments to improve safety, timely delivery, and/or quality of delivered project.
• Monitor contractor’s operations to ensure compliance with subcontract agreements and with the contract DBE requirements.
• Ensures compliance with NC Sedimentation and Pollution Control Act, and that all work performed in permitted areas is done in accordance with permits.
• May direct and schedule the work of junior technicians in staking out and inspecting every phase of a construction project to ensure it is built according to contract documents in a timely and cost-effective manner.
• Manages all aspects of assigned construction projects with limited supervision from higher level engineers.
• This position will also be directly involved with the leadership, management, counseling, and training of junior technicians, both Department and CEI.
• Effectively communicates and coordinates work with contractors, subcontractors, utility owners, and property owners to minimize delays and disturbances while maximizing progress of the projects.

• Ability to establish and maintain positive lines of communication between other technicians, engineers, contractors, and the public.
• Should be able to effectively communicate in a clear, concise, organized, and persuasive manner, both orally and in writing.
• Ability to make independent decisions using sound engineering judgement.
• Ability to work safely in an outside environment with exposure to hazards on construction sites including heights, highway traffic, weather extremes, and traversing rough terrain in evaluating highway construction.
• Must be able to perform moderate physical activity including but not limited to walking, climbing, balancing, kneeling, and standing.
• Must be able to lift 50 lb.
• Knowledge and skill in the use of Microsoft Office suite products, such as Word, Excel, and Outlook, is required.
• Experience with iPads/tablets, HiCAMS, and Share Plus/SharePoint is highly preferred.
• Advanced working knowledge of mathematical functions is required.
• Must be able to work nights and/or weekends as required by project workload/staffing with fluctuating hours, if needs be on any assigned project within the limits of Division 9.
• Must apply safety philosophy and program to all operations.
