Job Summary

The Contracting Officer/Grant Accountant II performs budgetary and post award grant accounting in the preparation, maintenance and review of sponsored and restricted awards of the University. The responsibilities involve maintaining accounts of all grants and contracts awarded to the institution. This position is responsible for the preparation of annual and/or operating budgets, budget amendments/reconciliation, support schedules and documents to include preparing financial analysis/reports, and work closely with Assistant Budget Director with all budgetary data for Sponsored Programs.

This position reports directly to the Budget Director. Sponsorship is not available for this position.

Responsibilities
  • Assist and support the development of the university’s annual budget.
  • Assist with monthly and quarterly budget amendments.
  • Provide guidance to departmental budget managers/private investigators (PI's) on effective fiscal management.
  • Provides training and guidance to principal investigators (PIs) on grant accounting policies and procedures.
  • Review and approve requisitions, ePro transactions, and Purchase Card activity, ensuring the availability of expendable funds for delegated fund sources.
  • Monitor financial performance by analyzing results, tracking variances, identifying trends, and recommending corrective actions to the Budget Director.
  • Prepare financial reports and projections to support long-term and strategic decision-making.
  • Develop recommendations and innovative solutions through data analysis, comparative evaluations, and assessment of proposed changes.
  • Assist the Director and Assistant Budget Director in preparing fiscal documents for submission to USG Budget Office.
  • Assist with Institutional Annual Audit preparation.
  • Serve as a grant budget liaison between budget central administration and campus departments/budget managers and PI's.
  • Participate in professional development workshops and training to remain current on best practices; evaluate internal budget policies and processes and implement revisions aligned with the university framework.
  • Performs other duties as assigned.
Required Qualifications
  • Bachelor’s degree with an emphasis in accounting, finance, or other related area.
  • Three to five years of successful experience in Business, Finance, or Budgeting.
Preferred Qualifications
  • Knowledge of governmental accounting principles and procedures.
  • Prior experience in Higher Education.
  • Demonstrated knowledge of nonprofit accounting principles and practices.
  • Knowledge of higher education financial systems and issues;
    People Soft Financial and OneUSG.
Knowledge, Skills, & Abilities
  • Exceptional analytical skills with the ability to interpret complex data, identify trends and maintain strong attention to detail.
  • Advanced proficiency in Microsoft Excel and other financial modeling software and reporting tools.
  • Ability to work effectively and collaboratively in a diverse work environment.
  • Ability to communicate effectively, both orally and in writing.
  • Strong interpersonal and communication skills, with the ability to interact professionally with all levels of management, staff and campus departments.
  • Demonstrated commitment to the highest ethical standards and responsible stewardship of institutional resources.
Salary

Salary is commensurate with education and experience.
