Duties
* You will be responsible for serving as a financial advisor to the Commanding General, directing, controlling, and evaluating financial functions performed within the command.
* You will be responsible for both amount and propriety of financial transactions under the statutory limitations and procurement law.
* You will serve as the principal authority for interpreting public law and applicable Department of Defense, Navy and Marine Corps financial regulations to tailor fiscal policy, implementing procedures and directives for the command.
* You will be responsible for coordinating the maintenance of Integrated, automated financial management reporting and information systems.
* You will be responsible for the overall administration of the Government-wide Commercial Purchase Card Program (GCPC).
* You will be responsible for preparing the Commanding General's annual certification under the Federal Manager's Financial Integrity Act that management control measures to protect command resources from fraud, waste and mismanagement.
* You will be responsible for the processes and financial analyses to ensure management effectiveness.
* You will be responsible for providing administrative and technical direction of the work force to maintain an effective, efficient, and economical organization and operative work program.
* You will be responsible for administering and implementing the Performance Appraisal Review Systems (PARS).
* You will be responsible for resolving inter-department conflicts, duplication or overlapping of work and imbalances in tasking and staffing.
* You will be responsible for assuring reasonable equity of performance standards and rating techniques developed by subordinates.
* You will be responsible for recommending selections for subordinate supervisory positions, work/group leader, or project director positions responsible for coordinating the work of others, and similar positions. Requirements Conditions of employment

* Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
* Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
* Males born after 12-31-59 must be registered for Selective Service.
* You will be required to obtain and maintain an interim and/or final TOP SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
* You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
* Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing
* This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
* You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases
* This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following:
Analyze financial data to advise managers or senior leaders on costs, fiscal allocation, labor funds management, management analysis, or budget preparation; evaluate budget, accounting, and financial management programs for compliance with financial policies and regulations; recommend alternative methods of funding to meet financial improvement and audit readiness goals; and Collaborate with higher level organizations and other Echelon II commands to resolve audit readiness issues.
