Position: MANAGEMENT AND PROGRAM ANALYST with Security Clearance
Duties
* You will serve as the LOGCOM Liaison officer for operational planning supporting the Marine Expeditionary Operating Forces, Annexes, and Appendices.
* You will be making decisions on administrative and program aspects for the Marine Corps Planning Process (MCPP) (e.g. Reception Staging/Onward Integration; Theater Support/Sustainment, Logistics Modernization; and Naval Logistics integration).
* You will direct or conduct comprehensive management studies dealing with operational logistics requirements determination and cost, performance measurement, methods, and procedures to identify problems.
* You will propose logistics solutions and identify areas of opportunity for improved support.
* You will oversee the planning, coordinating, and advising for policy regarding Operational Logistics support strategies and plans that support the Operating Forces.
* You will serve as the planner, analyst, and advisor to leadership on program cost analysis, annual/multi-year, and long-range fiscal/program planning issues.
* You will prepare and present high level briefings of conclusions which may be highly subjective and not readily susceptible to verification. Requirements Conditions of employment

* Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
* Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
* Males born after 12-31-59 must be registered for Selective Service.
* You will be required to obtain and maintain an interim and/or final TOP SECRET (SCI) security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
* Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing
* This position may require travel from normal duty station. You must be able to travel on military and commercial aircraft for extended periods of time
* You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases
* You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
* You will be required to obtain and maintain a current valid United States driver's license.
* This position may be subject to Overtime.
* Temporary promotions may be extended up to 5 years at the discretion of management and in accordance with applicable regulations.
* Temporary actions taken under this announcement may be made permanent without further competition. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Analyze, develop, and implement an integrated logistics program to strategize operational planning and assess program efficiency or effectiveness; develop measures to link the effectiveness of information sharing operational readiness; conduct long-range planning in response to changes in high level logistic functions and programs; and influence senior leaders to accept recommendations that increase efficiency, economy, or balance in the development or execution of operating programs.
