Senior Accountant​/Accountant Trainee or Auditor​/Trainee

Job Responsibilities

• Preparation of the Disability Benefits Fund quarterly and annual statements
• Preparation of the Disability Benefits Fund and Aggregate Trust Fund audited statements
• Monthly journal entries and reconciliations
• Preparation and review of assets in the Fixed Asset module
• Maintaining departmental policies and procedures
• Special projects as assigned

• Accountant or Auditor Trainee 1 (SG-14): A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses.
• Senior Accountant or Auditor 1 (SG-18)*:
  The same bachelor's degree or 24 semester credit hours, plus two years of professional experience in accounting/auditing or financial internal or field auditing, responsible for design, review, analysis and management of accounting systems, resulting in preparation of or recommendations on financial statements in accordance with GAAP.
• Substitutions: A master's degree in accounting, auditing, or taxation and one year of professional experience in accounting/auditing or financial internal or field auditing covering the same responsibilities as above, or a current Certified Public Accountant license and registration issued by New York State.

• Applicable to those meeting the minimum qualification criteria; appointments are made through the NY HELPs program with no examination required.

For Competitive Appointment

• Transfer:
  Current New York State employee with one year of permanent competitive class service in a title eligible for transfer under Section 70.1 of Civil Service Law. Transfer may not result in a second consecutive transfer with an advancement of more than two S-grades.
• Reinstatement:
  Candidates who have held Senior Accountant title, or a transferable title, may be eligible for consideration for reinstatement.

• Proficiency in intermediate Excel: pivot tables and lookups

For candidates new to NYS, the starting salary for this position will be at the bottom of the range and is not subject to negotiation. For current NYS employees, salaries are calculated in accordance with NYS Civil Service Law, OSC Payroll rules and regulations, and negotiated union contracts. For new State employees in graded positions, the annual salary is the hiring rate of the position.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules, and negotiated union contracts.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status without competing in an examination.

Employees will then have the same rights and privileges as competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
