Overview

The New York State Education Department’s Office of Education Facilities Planning is seeking candidates for a Program Aide position in the Office of Facilities Planning. This Office is primarily responsible for code enforcement, life safety, and health safety in all public K-12 schools and BOCES in the State, exclusive of New York City.

Responsibilities
  • Supervise support staff including assigning, training, and monitoring work; prepare performance programs and annual evaluations; and provide regular feedback regarding performance.
  • Monitor and respond through the office general mailbox and phones; forward emails and calls to appropriate staff for action/response.
  • Greet visitors to the office and assist as needed.
  • Coordinate general office calendar; assist with establishing meetings for the office conference area; notify security and provide name tags for visitors as needed; coordinate travel for office members; assist with set up for new hires (e.g., utilizing the footprints system, creating Jira tickets, and placing requests for badges).
  • Manage the processing of office paperwork including change orders, final cost reports, project approval paperwork, letters of intent, etc.
  • With supervisor direction, prepare responses to FOIL requests, TRIMS, Litigation Hold documents; draft letters and assist with subpoenas as necessary.
  • Make corrections in project management software and other information storage systems as needed and/or requested by State Aid and/or supervisor.
  • Assist with preparation of regularly scheduled reports.
  • Monitor office document storage/retention; coordinate document purge in accordance with agency policy; monitor document storage space to maintain optimum storage of office records.
  • Perform special assignments as required, such as assisting staff with drafting regulations, updating existing guidance documents, and creating new guidance as new laws and regulations are enacted.
Minimum Qualifications

NY HELPS

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.

Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

  • NON-COMPETITIVE MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
    • Three years of experience performing clerical, keyboarding, or paraprofessional work in an office environment.
  • COMPETITIVE MINIMUM QUALIFICATIONS:
    • Reassignment:
      Candidates must have one year of permanent competitive or 55b/c service as a Program Aide.
    • Section 70.1 Transfer:
      Candidates must have one year of permanent competitive or 55b/c service in a title salary grade 11 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.

Conditions of Employment

This will be a permanent, competitive appointment or a permanent, non-competitive appointment. Promotions and transfers may change appointees’ negotiating unit. Changes in negotiating units may affect salary, insurance, and other benefits. Verification of work experience will be required at the time of interview for all candidates.

This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.

This position leads to a maximum salary of $65,061 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law and applicable contracts.
