Duties Description The New York State Education Department's (NYSED) Office of Education Policy is seeking candidates for an Administrative Specialist 1 position within its P20 Operations Team. Under the direction of the Director of Operations, the incumbent of this position will provide personnel- and fiscal-related operational support to executives and program managers within the offices of P-12 and Higher Education. Duties of this position include, but are not limited to, the following:
Assist with the management of personnel activities including preparation of job postings, weekly recruitment status reports, and administrative documentation;
Manage the process for and assist program offices with hiring and onboarding new employees and non-employees (i.e., interns, temp staff, contractors);
Manage the process for and assist program offices with procurement of equipment approved as part of the reasonable accommodation process;
Serve as the liaison for P20 program offices located in Albany and Brooklyn with ITS and Facilities & Business Services offices related to workspace optimization; and
Assist with special projects, as needed.
Minimum Qualifications NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.
Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE
MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Administrative Specialist Trainee 1 (NS, Equated to SG-14):
Four years of experience performing or overseeing budget, human resources, and business services activities for an organization or program. An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Administrative Specialist Trainee 2 (NS, Equated to SG-16):
Five years of experience performing or overseeing budget, human resources, and business services activities for an organization or program. An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Administrative Specialist 1 (SG-18):
Six years of experience performing or overseeing budget, human resources, and business services activities for an organization or program. An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
