Duties Description
As a Health Program Administrator (HPA) you will assist providers in resolving problems by interpreting vaccine program guidelines and regulations, providing information, responding to routine correspondence and inquiries, and gathering information as needed. You will demonstrate an understanding of federal and state laws, rules and regulations pertaining to the Vaccines for Children (VFC) Program, NYS Vaccines for Adults (VFA), and related programs to ensure provider compliance.
You will review and process updates to provider agreements in the New York State Immunization Information System (NYSIIS).
You will conduct outreach to providers that have not complied with NYS regulations, track and process annual provider recertifications or review surveys, and prepare and contribute to reports, policies, procedures, guidance, trainings, and correspondence concerning program standards for providers. You will track and process new provider enrollment submissions for participation in VFC, VFA, and special initiatives.
QualificationsMinimum Qualifications
- Permanent transfer candidates:
Current Department of Health (DOH) employee with permanent or contingent‑permanent status as a Health Program Administrator (G18); OR current NYS employee with one year or more of permanent or contingent‑permanent, competitive service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the Civil Service Law to a Health Program Administrator (G18), Health Program Administrator Trainee 1 (NS), or Health Program Administrator Trainee 2 (NS). - Public candidates:
Active list candidate on the PC O eligible list #26-570 with a score of 100 or higher. - NY HELPS*:
Eligibility requires:
- Health Program Administrator Trainee 1:
Four years of experience in administration, supervision, and oversight of agency programs. - Health Program Administrator Trainee 2:
Five years of experience in administration, supervision, and oversight of agency programs. - Health Program Administrator:
Six years of experience in administration, supervision, and oversight of agency programs. - Substitutions for all levels:
Associate degree may substitute for two years of experience; bachelor’s degree for four years; master’s for five years; doctorate for six years.
Preferred Qualifications
Excellent written and oral communication skills; strong background in customer service and teamwork; high accuracy and attention to detail; ability to multitask and reprioritize tasks; proficiency with online database systems.

Position may require travel throughout New York State, including overnight stays in areas not served by public transportation. The appointment is full‑time and may be at a trainee level (equated to a 14 or 16) or Grade 18, depending on qualifications.
