Education Program Assistant 1 (EPA
1)

The New York State Education Department's Office of Family, Community, and Engagement is seeking candidates for the position of Education Program Assistant 1 (EPA
1) to assist with the administration of the various opportunity programs. The duties of the EPA 1 will include, but will not be limited to:

  • Process contracts and budgets, as well as process interim and final project performance reports;
  • Prepare information for reports for the Division of the Budget and the Legislature;
  • Route grant applications from the Family and Community Engagement Office to reviewers and back, using available databases and other methods;
  • Respond to inquiries regarding the opportunity programs from the public;
  • Redact information from documents as needed for the programs;
  • Collect, develop, enter, and maintain databases, spreadsheets, and text documents, as assigned;
  • Provide guidance and reply to internal and external correspondence, including written and telephone inquiries;
  • Assist staff in data collection projects and grant-management activities;
  • Prepare information for posting on the Department website;
  • Evaluate proposals to determine successful applications for funding;
  • Assist with general office needs, including fielding phone calls and miscellaneous paperwork; and
  • Occasional statewide travel may be required, including overnights (up to 1% of assignment).

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.

Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

  • Education Program Assistant 1:
    Four years of experience performing a variety of activities in support of developing, implementing, regulating, and maintaining programs by developing historical or statistical data and evaluating applications and transcripts. An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

This will be a permanent, competitive appointment or a permanent, non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees' negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of bachelor's degree will be required at the time of interview for all candidates.

This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position will require 1% in-state/Statewide travel.

This position leads to a maximum salary of $68,630 based on annual performance advances and traineeship advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
