Duties Description Bureau Management:
Assist with developing and posting materials to the Bureau website and with distributing communications. Monitoring the Bureau Mail Logs (BMLs) for inquiries from regulated parties and the public, reach out to program staff and subject matter experts as needed to determine the appropriate responses. Participate in process improvement projects undertaken by the Bureau. Other tasks as required

Transplant Council:
Schedule and coordinate meetings with Transplant Council members. Ensure all necessary arrangements are made, including agendas, distribution and creation of meeting materials and taking meeting minutes. Distribution of all meeting materials prior to and after meeting to all pertinent parties. Tend to all operational details during the meeting.

Licensure, Survey, and Surveillance of Transplant Centers:
Managing correspondence and inquiries from legislators, advocates, and the public. Conduct research of law, rules, regulations, federal requirements, and program procedures, tracking correspondence in progress and ensure appropriate routing to senior staff for final review and disposition.

Public Policy:
Coordinate the Bureau's response to FOIL requests and assist in assembling responsive documents for FOIL requests.

Registry and Contract Management:
Contract(s) support, including reviewing and processing vouchers in the State Financial System.

Living Donor Support Act/ Living Donor Support Program:
Program Support:
Review program applications and work with applicants and transplant centers to assure required materials, documentation, etc. are provided;
Authorize reimbursements to Living Donors; maintain required documentation of applicants, requests for reimbursement, reimbursements provided, etc. Document and enter data as required to review, evaluate and process Living Donor applications for reimbursement. Program Evaluation and Performance Improvement:

Assist with and contribute to the identification, collection, and entry of programmatic data elements into a program monitoring system;
Assist in monitoring compliance with established protocols;
Assist in identifying opportunities for improvement and implementation of improvement plans.

Minimum Qualifications Permanent Transfer Candidates:

Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Health Program Administrator, SG18 OR current NYS employee with one year of permanent or contingent-permanent service in a position eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the NYS Civil Service Law to Health Program Administrator Trainee 1, NS, Health Program Administrator Trainee 2, NS, or Health Program Administrator, SG18.

Non-Competitive Candidates via NY HELPS:

Health Program Administrator Trainee 1, NS:
Four years of experience in the administration, supervision, and oversight of programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness; OR an associate's degree and two years of experience OR, a bachelor's, master's, or doctoral degree.

Health Program Administrator Trainee 2, NS:
Five years of experience in the administration, supervision, and oversight of programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness; OR, an associate's degree and three years of experience; OR a bachelor's degree and one year of experience; OR a master's, or doctoral degree.
