Responsibilities
The Center for Environmental Health seeks an individual to perform diverse professional administrative coordination and operations support functions within the programs served. The Health Program Administrator (HPA) will provide support for financial management, recruitment, and program operations. The incumbent will develop and manage grants, budgets, and contracts, ensuring that expenditure reports are submitted timely. Responsibilities also include leading recruitment activities and acting as a liaison between the program and various administrative groups in the Department to support administrative operations.
QualificationsMinimum qualifications vary by candidate status:
- Permanent transfer candidates: Current Department of Health employee with permanent or contingent‑permanent status as a Health Program Administrator (G18); or current NYS employee with one year or more of permanent or contingent‑permanent competitive service eligible for transfer under Section 52.6, 70.1, or 70.4 of the Civil Service Law to a Health Program Administrator (G18), Health Program Administrator Trainee 1 (NS), or Health Program Administrator Trainee 2 (NS).

NY HELPS qualifications:
Four years of experience in the administration, supervision, and oversight of agency programs, including design, implementation, administration, management, operation, and assessment of program effectiveness.
Five years of experience in the same areas.
Six years of experience in the same areas.
Substitutions for all levels: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

This position is part of the NYS HELPS program. No examination is required. The annual salary is the hiring rate at the beginning of the salary range. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules, and negotiated union contracts.
Minimum one full‑time competitive or non‑competitive permanent appointment opportunity is available. The role may be filled at a trainee level (equated to a grade 14 or 16) or Grade 18 depending on the qualifications of the candidate.
