Duties Description
The Health Program Administrator, Grade 18, will work within the DEMI Project Management Office (PMO). The PMO is part of the larger OHIP team that manages the contract for the NY State of Health (NYSOH) Marketplace Customer Service Center and is responsible for review and approval of the contract vouchers and associated supporting documentation from the Program perspective. The PMO engages in contract oversight and monitoring activities to ensure compliance with contract requirements and provides support for internal and external audits.
The PMO also conducts analysis of program-related activities and completes special projects, as needed.

The responsibilities of the Health Program Administrator 18 within the Project Management Office will include, but not be limited to:
- Voucher Processing- review and approval of vouchers and associated documentation as appropriate.
- Audit Follow-Up - Provide support for audits as necessary.
- Create and maintain meeting notes and action item lists.
- Conduct data analysis
- Provide written analysis of reports, projects, and issues.
- Support NYSOH Contract Operations
- Assist with the management of the Asset Inventory Project
- Interpret and/or modify policies, procedures, guidance, and reporting requirements.
- Provide Administrative &Technical Assistance as part of Contract Management Team
Minimum Qualifications
Permanent Transfer Candidates:
Current NYS Department of Health employee with one year of permanent or contingent permanent, competitive, service as a Health Program Administrator, SG18 OR a current NYS employee with one year of permanent or contingent permanent, competitive, service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the NYS Civil Service Law to Health Program Administrator, SG18, Health Program Administrator Trainee 1, NS, or Health Program Administrator Trainee 2, NS.
Candidates Via NY HELPS Program
Health Program Administrator:
Six years of experience
* in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.
Health Program Administrator, Trainee 2:
Five years of experience
* in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.
Health Program Administrator, Trainee 1:
Four years of experience
* in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.
- Substitution:
An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Preferred candidates will have strong analytical skills and the ability to pay attention to details and will also have good oral and written communication skills. Candidates should have proficiency in Microsoft Office (Word, Excel, Access); the ability to work well independently and as part of a team and to manage multiple priorities to meet deadlines.
