Duties Description The Health Program Administrator (HPA) will support the Bureau's health communication, education, and outreach activities including coordination of communication initiatives and related program operations. This position will contribute to contract and grant administration including tracking and reporting on spending and developing and monitoring project timelines, deliverables, and approval status. The HPA will develop and maintain routine reports and tracking systems to monitor communication and outreach activities, including reach and impact;

and design and maintain databases, workflow tools, and project management systems to support communication processes and improve efficiency. The HPA will coordinate dissemination of communication initiatives, including statewide campaign plans, to internal and external partners; and support earned media and outreach efforts; and work collaboratively with program staff, grantees, and partners. Additional responsibilities include assisting in planning and coordination of meetings and communication-related activities, and performing other related programmatic duties as assigned.

Minimum Qualifications Permanent Transfer Candidates:

Current NYS Department of Health employee with one year of permanent or contingent permanent, competitive, service as a Health Program Administrator, SG-18 OR a current NYS employee with one year of permanent or contingent permanent, competitive, service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the NYS Civil Service Law to Health Program Administrator, SG-18, Health Program Administrator Trainee 1, NS, or Health Program Administrator Trainee 2, NS.

Non-Competitive Candidates via NY HELPS Program:

Health Program Administrator:
Six years of experience
* in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.

Health Program Administrator, Trainee 2:
Five years of experience
* in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.

Health Program Administrator, Trainee 1:
Four years of experience
* in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.

* Substitution:
An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Preferred Qualifications:

Experience with contract and grant administration. At least one year of experience in the development of written materials including reports and/or evaluations. Experience maintaining databases, spreadsheets or other electronic tracking systems. Excellent organizational, communication, interpersonal, and critical thinking skills. Training in health equity and/or racial justice. Proficiency in Microsoft Office including Word, Forms, SharePoint, Power Automate, Excel, and PowerPoint.
