Description Duties Description

The Office of Health Insurance Programs in the Division of Medical & Dental Directors within the Bureau of Medical Indemnity Fund is hiring a Health Program Administrator, G-18. The HPA will undertake responsibilities related to the review of requested services, vendor oversight, regulatory compliance, and policy development.

Duties Include

Participating in the development of RFIs, RFQs, and RFPs for various contracts necessary to administer the Fund.

Assisting with the preparation and submission of procurement documents to the Office of the State Comptroller.

Reviewing and performing bid evaluations including the analysis of cost proposals to determine “best value”.

Assisting in the preparation of comprehensive reports and analytics, including collecting, summarizing, and analyzing various program data.

Monitoring and reporting contractual spending to higher level program and executive staff.

Sending correspondence to vendors regarding program and contract-related requests/inquiries.

Coordinating with team program staff to achieve project goals and ensure corresponding deadlines are met.

Researching relevant laws, rules, and regulations to support MIF policy development.

Supporting the maintenance of programmatic policies and procedures, including regular reviews and updates.

Interfacing and working with the public as necessary.

Qualifications

Minimum Qualifications

Permanent Transfer Candidates:
Current NYS Department of Health employee with one year of permanent or contingent permanent, competitive, service as a Health Program Administrator, SG-18 OR a current NYS employee with one year of permanent or contingent permanent, competitive, service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the NYS Civil Service Law to Health Program Administrator, SG-18, Health Program Administrator Trainee 1, NS, or Health Program Administrator Trainee 2, NS.

Non-Competitive

Candidates Via NY HELPS Program

Health Program Administrator:
Six years of experience
* in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.

Health Program Administrator, Trainee 2:
Five years of experience
* in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.

Health Program Administrator, Trainee 1:
Four years of experience
* in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.

  • Substitution:
    Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute five years of specialized experience; J.D. may substitute for six years of specialized experience.

Preferred Qualifications:

Preferred Qualifications:

Experience with contract and vendor management. Knowledge and experience with health insurance program functions. Must demonstrate strong written and verbal communication skills, strong interpersonal and organizational skills, and excellent decision-making, critical thinking, writing, and editing. Strong project management and facilitation skills preferred.
