Duties Description The Bureau of Child and Adult Care Food Programs (CACFP) is a federally funded public health nutrition program which provides reimbursement for healthy meals and snacks served to children in family day care homes, day care centers, emergency shelters, after school programs and adults in other programs.

The Health Program Administrator (HPA) will assist with claims processing including certifying claims, monitoring claim errors, generating rejected claim notifications for claims that cannot be processed, and responding to the Office of the State Comptroller requests for voucher supporting documentation. The HPA will perform monthly reviews of stale payments and assist with stop payments and reissuance of checks. The HPA will also assist with tracking the tax-exempt status of participating Sponsoring Organizations and IRS revocations.

The candidate will track payments to vendors for all non-state temporary personnel and ensure timesheets match hours billed on vendor invoices, update and maintain the payment and time card tracker. They will receive and generate receipts in the Statewide Financial System (SFS), assist with fiscal reporting, serve as back up to assist with routine purchases for the bureau, and provide direct supervision to administrative staff.

Minimum Qualifications NY HELPS:

Trainee 1:
Four years of experience in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.

Trainee 2:
Five years of experience in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.

Grade 18:
Six years of experience in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.

Substitutions for all levels:
An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Reassignment:
Current NYS Department of Health (DOH) employee with permanent or contingent permanent status as a Health Program Administrator, Grade 18.

Transfer:
Current New York State employee with one year or more of permanent or contingent permanent, competitive service in a title eligible to transfer to a Health Program Administrator, Grade 18.
