Business Analyst II – PRD#
Duration: through 2/26/27
Location:
Albany, NY – 50% Onsite
- Level II – Between four (4) and seven (7) years of experience as a Business Analyst.
- Experience reading/understanding legacy business and system rules to document modernized rules based on program domain knowledge; responsible for conducting analysis and validation of business processes and systems; must have writing clear functional requirements usable by design, development, and quality teams, plus some experience documenting technical system diagrams.
- In‑depth domain knowledge of SNAP, HEAP, PA, Fair Hearings, and Child Support; must be able to communicate effectively to conduct change management and training efforts with stakeholders centered in these domains.
- Experience as a Business Analyst for state eligibility programs in the Human Service domain within a state‑supervised, locally administered environment.
- Experience responsible for setting stakeholder workshop topics, training system users, and adhering to project timelines.
- Experience creating “As Is” and “To Be” artifacts including user stories, acceptance criteria, use cases, screen prototypes, data specifications, UML diagrams.
- Experience performing business process reengineering and optimization, including analyzing mainframe logic and formulating modernized To‑Be processes for increased business efficiencies.
- Experience conducting interface analysis of legacy applications and mapping to modernized solutions, system gap analysis, plus basic scripting and query abilities.
Candidate will conduct requirements analysis of legacy systems processes and elicit, analyze, and document requirements for the implementation of the transformed system.
- Identifying and documenting as‑is and to‑be system requirements and design using the IES prescribed business analysis methodology, processes, and tools.
- Conducting systems analysis and documentation on legacy mainframe systems.
- Meeting with relevant stakeholders, including state agency and local district subject matter experts, users, and executive teams to elicit requirements.
- Producing work products that reflect and ensure system planning, design, and delivery are aligned with business needs; understand and adhere to project timelines and priorities.
The awarded consultant is required to be onsite at their assigned work location at the frequency required by the Office of Information Technology Services (ITS). This frequency is subject to change with notice. Consultants who are unwilling to be onsite for the required timeframe will have their task orders terminated.
