Position: Business Systems Analyst 2 (NY HELPS)
Location: City of Albany

Duties Description

The position is responsible for planning, coordinating, and delivering complex business and technology initiatives that support NYSIF's strategic priorities. The position will lead cross-functional teams, facilitate stakeholder engagement, manage project risks and dependencies, and ensure projects are delivered on time, within scope, and aligned with organizational objectives.

Responsibilities Include, But Are Not Limited To
  • Lead the planning, execution, monitoring, and closure of agency projects and strategic initiatives.
  • Develop and maintain project charters, work plans, schedules, milestones, budgets, and resource plans.
  • Facilitate project intake, prioritization, and governance processes to support agency objectives and portfolio management.
  • Coordinate activities across business units, information technology staff, vendors, consultants, and external stakeholders.
  • Establish project goals, success metrics, timelines, and deliverables in partnership with business and executive leadership.
  • Identify, assess, and manage project risks, issues, assumptions, and dependencies and develop mitigation strategies as needed.
  • Monitor project progress and ensure adherence to agreed-upon scope, schedules, and quality standards.
  • Lead project team meetings, stakeholder workshops, status reviews, and executive briefings.
  • Develop and deliver project status reports, dashboards, presentations, and other communications for senior leadership and governance committees.
  • Oversee change management and stakeholder engagement activities to support successful project implementation and adoption.
  • Collaborate with Business Systems Analysts and subject matter experts to ensure business requirements are accurately documented and incorporated into project plans.
  • Support procurement activities, vendor evaluations, contract management, and implementation oversight when applicable.
  • Promote project management best practices, standards, methodologies, and continuous improvement initiatives.
  • Analyze project and portfolio performance data to identify trends, resource constraints, and opportunities for improved delivery.
  • Provide day-to-day supervision and guidance to Business Systems Analysts, ensuring effective requirements gathering, stakeholder engagement, and project support activities.

Minimum Qualifications
  • NYSIF employee with one year of permanent competitive service as a Business Systems Analyst 1; OR
  • Seven years of business analysis experience
    * including: using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or; describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement;

    this includes creating, updating, and maintaining documentation through the system development life cycle; validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities;

    this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.
  • An associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute for five years of specialized experience; J.D. may substitute for six years of specialized experience;
    Ph.D. may substitute for seven years of specialized experience.
