Overview
Responsible for substantial in-person or telephone contact with members of the public seeking services or information regarding licenses, registrations, identification, testing, insurance, penalties, hearings, and related agency programs. Expected to wear a headset and effectively answer telephone calls distributed by a complex telephonic system. Telephone calls may be monitored for quality assurance. Interactions may involve uncooperative or hostile individuals; the role requires a calm, courteous, and reasonable demeanor under stressful circumstances.
Responsibilities- Responsible for substantial in-person or telephone contact with members of the public seeking services or information regarding licenses, registrations, identification, testing, insurance, penalties, hearings, and related agency programs.
- Responsible to effectively use a computer with multiple applications running simultaneously.
- Responsibilities could include operation of telecommunication consoles, cameras, a cash drawer, photocopiers, fax machines, scanners, calculators, and related equipment.
- Responsible for processing customer payments such as cash, checks, credit card charges, and inventories of documents, license plates, registration stickers, and other security items.
- Expected to wear a headset and answer telephone calls which are automatically and continuously distributed by a complex telephonic system. Telephone calls may be monitored for quality assurance. You may encounter uncooperative or sometimes hostile individuals and are expected to act in a calm, courteous, and reasonable manner under difficult, highly stressful, and at times confrontational circumstances.
Minimum Qualifications
For this language title, you will be required to take and pass the Civil Service Language proficiency exam at a level that will ensure the ability to perform the duties of the position.
To be eligible for appointment, candidates must meet one of the following conditions as detailed below:
NY HELPS:
- Candidates must have graduated from high school or have earned a high school equivalency diploma AND you must have either:
- One year of experience in a position where your primary responsibility was providing customer service to the general public, with substantial face-to-face interaction or in a call center environment.
- 30 college semester credit hours.
Transfer
One year of permanent, contingent-permanent, or 55 B/C service allocated to a Grade 7 or higher eligible for transfer and deemed administrative under Section 52.6 of the Civil Service Law; OR in a title approved for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
Reinstatement
If you previously served in this title or in a title otherwise transferable to this title, you may be reinstated pursuant to Civil Service Law. If you left state service less than one year ago, the reinstatement request from a state agency will usually be approved by the Department of Civil Service. If you left state service more than one year ago, the reinstatement must also be approved by the Civil Service Commission.
55 B/c Appointment
This position is eligible for 55b/c designation and candidates with 55 b/c eligibility are encouraged to apply. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter. For 55 b/c consideration, candidates must satisfy at least one of the Open Competitive qualifications listed above.
Additional Comments- This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
- At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
