Overview
The New York State Education Department’s Office of Education Policy, Office of Special Education (OSE), seeks candidates for an Associate in Education of Children with Disabilities. The Office promotes educational equity and excellence for students with disabilities, oversees federal and State laws and policies, provides supervision and monitoring of schools, serves New York State preschool and school-age students with disabilities, and provides technical assistance to parents and school districts.
Under the direction of the Supervisor in Education of Children with Disabilities, the incumbent will implement the Special Education Quality Assurance (SEQA) review process to ensure compliance with federal and State regulations and statutes.
- Provide technical assistance and respond to inquiries to resolve concerns from parents, constituency groups, school districts and other State agencies.
- Collaborate with other State agencies and network partners to improve outcomes for students with disabilities.
- Conduct on-site program reviews.
- Implement complaint management procedures.
- Review issues and determinations on innovative waivers, variance requests and special education program applications.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of NY HELPS, appointment may be non-competitive. Minimum qualifications reflect both NON-COMPETITIVE and COMPETITIVE paths.
- Master’s degree or higher in special education, reading education, elementary or secondary education, psychology, school psychology, school counseling, guidance and counseling, communications disorders, or speech pathology; AND New York State permanent or professional certification as a teacher of special education; a teacher of the deaf and hearing impaired, blind or partially sighted; speech and hearing handicapped; as a school psychologist; or New York State licensure as a speech/language pathologist;
AND four years of professional experience in special education service delivery, administration of special education programs for ages 3-21, evaluation for special education eligibility, teaching children with disabilities, or designing and/or developing special education programs. - Promotion:
Current NYSED State employees must have one year of permanent service as an Assistant in Education of Children with Disabilities. - Competive path details ( reassignment, eligible list appointment, Section 70.1 Transfer, 55b/c designation ) as described in the original posting.
- These will be permanent, competitive or permanent non-competitive appointments. Provisional candidates must take the examination for Associate in Education of Children with Disabilities when next offered and be reachable on the resulting eligible list to maintain employment. 55b/c appointments require an eligible letter and verification of applicant eligibility.
- Promotions and transfers may affect salary, benefits and negotiating unit. Degree verification will be required ecommuting up to 30% bi-weekly and statewide travel up to 25% are possible at supervisor discretion and job requirements.
- Federal law may impose additional requirements or restrictions regarding positions that receive federal funding.
- Salary: maximum of $125,001 based on performance; initial hiring rate applies for new state employees; promotion salaries follow NYS Civil Service rules and contracts.
