This position is within the New York State Education Department’s (NYSED) Office of Education Policy, which supports middle and secondary‑level career and technical education instructional activities, program approvals, and monitoring. The incumbent will work within the Career and Technical Education Office (CTE). The Office administers the Perkins V Strengthening Career and Technical Education for the 21st Century Act and conducts civil rights compliance reviews.
Responsibilities- Provide ongoing leadership in sustaining a statewide professional development model that supports all learners and enhances CTE programs in New York State.
- Review applications for state approval of CTE programs, technical assessments, and grant funding.
- Serve as liaison to state and national organizations related to career and technical education policy initiatives and practices.
- Offer technical assistance to school personnel and other stakeholders, including development and delivery of training materials to build teachers’ content knowledge and pedagogy in CTE.
- Implement Perkins grant administration activities, including state plan development; technical assistance to the field; yearly risk assessments and monitoring plans; application and budget reviews; and on‑site program reviews.
- Collaborate with internal offices, external CTE organizations, and NYSED contractors on CTE guidance and training projects.
- Research and prepare professional development materials, grants, contracts, proposed regulatory and policy statements, Board of Regents items, and informational materials.
- Complete other duties as directed to foster statewide equity in access and quality of CTE programs.
Minimum Qualifications
- Master’s degree.
- New York State permanent or professional K‑12 classroom certification in Agriculture Education, Business Education, Computer Science Education, Family and Consumer Science Education, Technology Education, or 7‑12 CTE certification in Trade and Technical Education.
- Four years of full‑time classroom teaching experience in the specified subject areas.
- Current K‑12 classroom certification in Technology Education or a 7‑12 CTE certification in architecture and construction, manufacturing, transportation, distribution and logistics, or vehicle maintenance and repair operations.
- Four years of full‑time classroom teaching experience in the specified subject areas.
Minimum Qualifications
- Reassignment:
One year of permanent competitive or 55b/c service as an Associate in Instructional Services (CTE) and a New York State permanent or professional certification in the specified subject areas. - Section 70.1 Transfer:
One year of permanent competitive or 55b/c service in a professional educator title (Grade 26 or 28). - 55b/c Appointment:
Current 55b/c eligibility letter;
Master’s degree, New York State permanent or professional certification in the specified subject areas, and four years of full‑time teaching experience.
This is a contingent permanent, competitive or non‑competitive appointment. For a 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter, and will be subject to verification of eligibility. The position includes up to 30% telecommuting, requires 10% in‑state/statewide travel, and may adapt to federal funding requirements. The maximum salary is $125,001, with progression based on performance. Continued employment requires maintaining a valid New York State teaching certification and updating the TEACH account every five years.
