Duties Description The New York State Education Department's (NYSED) Office of Special Education (OSE) is seeking candidates for an Associate in Education of Children with Disabilities position in the Preschool Policy Unit. The OSE works to promote educational equity and excellence for students with disabilities, oversees the implementation of federal and State laws and policies for students with disabilities, provides general supervision and monitoring of all public and private schools, services New York State preschool and school-age students with disabilities, and provides technical assistance to parents and school districts.
Under the direction of the Supervisor in Education of Children with Disabilities, the incumbent of this position is responsible for activities in the Preschool Policy Unit to ensure Department compliance with the federal Individuals with Disabilities Education Act. The Preschool Policy Unit works in collaboration with the OSE's Special Education Quality Assurance (SEQA) staff and funded technical assistance networks as well as other Department offices to promote educational equity, education in the least restrictive environment, protection of student and parent rights, and improved outcomes for preschool students with disabilities.
Duties of this position include, but are not limited to, the following:
* Develop, revise, and implement policy memorandum, Board of Regents items, guidance documents, procedures, and related materials governing preschool special education programs;
* Review proposed State and federal legislation affecting special education and provide in-depth analysis and recommendations to Department managers, with a focus on preschool special education;
* Develop legislative and regulatory proposals in such areas as special education services to children in non-public schools and child care institutions; prepare policy reports on a variety of topics related to special education;
* Review municipality contracts, program applications, and modification requests for compliance with applicable requirements, and coordinate with Special Education Quality Assurance (SEQA) Regional Units and Department staff to support program oversight;
* Provide technical assistance and policy guidance, to NYSED offices, school districts, providers, parents, and other stakeholders;
* Collaborate with other NYSED units and state agencies, to support coordinated services and effective communication;
* Assist in activities related to the New York State's Blueprint for improved results for students with disabilities, and the State Performance Plan (SPP) and Annual Performance Report (APR) specific to preschool students with disabilities;
* Perform other related duties as assigned.
