Associate In Education Improvement Services

The New York State Education Department's Office of Education Policy is seeking qualified candidates for two (2) Associate in Education Improvement Services, SG-26, positions within The Office of ESSA-Funded Programs, supporting the mission of the newly established Federal Grants Office. This office is responsible for administering more than $1.6 billion in federally funded grant programs annually. The Office of ESSA-Funded Programs plays a critical role in ensuring the effective and compliant administration of these funds.

Its responsibilities include developing comprehensive written procedures to guide program administration and implementation; ensuring compliance with all applicable federal statutory requirements, including the Uniform Guidance; establishing monitoring protocols and oversight procedures to support successful program management; and designing and delivering training, technical assistance, and support to more than 1,000 local educational agencies (LEAs). These efforts help LEAs successfully apply for funding, meet program requirements, and effectively implement federally funded initiatives that support student achievement and educational improvement.

The incumbent of these positions will provide critical support to carrying out the mandated work of the ESSA-Funded Programs Team. Key responsibilities include but are not limited to the following duties:

  • Provide technical assistance to LEAs on ESEA program policy and requirements, including district and school-level accountability and school improvement;
  • Develop and maintain a comprehensive understanding of ESSA-funded programs administered by the Office, serving as a lead for assigned programs and providing subject matter expertise to support policy development, program oversight, technical assistance, monitoring, and stakeholder engagement;
  • Assist in the development and revision of categorical and competitive grant applications;
  • Assist LEAs in the preparation and submission of their annual Consolidated Application for ESSA Funded Programs;
  • Support the development of policy as it relates to ESSA Funded Programs;
  • Review and approve categorical and competitive grant applications and budgets;
  • Conduct monitoring of ESSA funded programs to determine LEAs compliance with program requirements and support continuous improvement;
  • Participate in professional development activities related to the implementation of ESEA guidance; and
  • Comply with office policies and procedures.

These will be permanent, competitive appointments or a permanent, non-competitive appointments or a contingent permanent, competitive appointments or a contingent permanent, non-competitive appointments. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees' negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.

Verification of master's degree will be required at the time of interview for all candidates. Verification of master's degree and/or transcripts and if applicable, valid New York State teaching certification in classroom teaching, administration and supervision, or school service will be required for all candidates at the time of interview. If applicable, candidates are required to possess valid permanent or professional New York State teaching certification in classroom teaching, administration and supervision, or school service at the time of hire.

Continued employment is dependent upon maintaining valid New York State teaching certification in classroom teaching, administration and supervision, or school service and registering TEACH account every five years, including adhering to all relevant professional development and training requirements as specified by the Office of Teaching Initiatives. Failure to maintain a valid New York State teaching certification in classroom teaching, administration and supervision, or school service and registration of TEACH account every five years will result in removal from employment.

These positions allow for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. These positions will require 30% in-state/Statewide travel. Federal law may impose additional requirements or restrictions regarding positions that receive federal funding.

These positions lead to a maximum salary of $125,001 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
