Duties Description

Duties for the Code Compliance Specialist 1 in the Education Unit include, but are not limited to:

  • Assist in conducting formal investigations and refer the matter to DOS's Office of Administrative Hearings.
  • Conduct audits for training requirements for Code Enforcement Officials and Building Safety Inspectors.
  • Work on course development, revisions, and updates by a specified deadline. Ensure that the content of course materials submitted to the Program Manager is comprehensive, accurate, explains the material clearly and concisely, and is creative.
  • Deliver training on-line, and in large groups (300-400 students) to ensure the training is delivered properly, accurately, and professionally. Mentor and collaborate with other CCS II staff in their performance and presentation of the class material and provide guidance on how they can improve their delivery and meet the intended goals of the training.
  • Assist in providing regional support across the state as assigned. Regional support in the form of training, technical assistance, and potentially direct enforcement as assigned. Provide support and direct staff in the form of training, plan reviews, inspections, and responses to questions concerning the proper application of the codes. Ensure the support provided is technically accurate and provided in an effective manner.
  • Review, analyze, prepare written reports, and work with counsel to recommend new or revised provisions of law, regulation, or code, for local government programs in the administration and enforcement of The Uniform Fire Prevention and Building Code (the "Uniform Code") as well as the State Energy Code.
  • Review local laws and ordinances governing building construction.

Permanent service in this title or one year of permanent competitive or 55-B/C service in a title SG-16 or higher and otherwise eligible for transfer under Civil Service Law.

Minimum Qualifications

55B/C APPOINTMENT:
This position is eligible for 55B/C designation and candidates with 55B/C eligibility are encouraged to apply. Candidates must meet any open competitive minimum qualifications and must submit their current 55B/C eligibility letter along with their application.

NY HELPS

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Minimum Qualifications For Non-Competitive Appointment Are

A current certification as a Code Enforcement Official pursuant to Title 19 NYCRR, Part 434 or Part 1208 AND a bachelor's or higher degree in architectural engineering, architecture, civil engineering, construction technology, electrical engineering, fire protection engineering, fire protection technology, or mechanical engineering AND two years of full-time qualifying experience OR an associate degree in architectural engineering, architecture, civil engineering, construction technology, electrical engineering, fire protection engineering, fire protection technology, or mechanical engineering AND four years of full-time qualifying experience as described below;

OR six years of full-time qualifying experience as described below. Qualifying experience is defined as the enforcement, inspection, development, or teaching of building or fire codes; or the design of buildings in a position such as a specifications writer, draftsperson, architect, or engineer.

  • Or
  • Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute five years of specialized experience; J.D. may substitute for six years of specialized experience.
