Location: City of Albany
Summary
This position is located in the Facilities Management Service - Projects Section at the Albany Stratton VAMC and is under the direct supervision of the Supervisory Project Engineer. The position involves facilitating engineering designs of all disciplines of Engineering as applied to a healthcare environment, leading the preparation of all required engineering/construction documents and supporting the construction and activation of all projects.
Qualifications- Citizenship:
Be a citizen of the United States. Non-citizens may be appointed when it is not possible to recruit qualified citizens. - Education:
- Bachelor’s degree or higher in Engineering or Architecture from a program accredited by ABET or NCARB.
- Or evidence of passing the Fundamentals of Engineering Examination with a bachelor’s degree and an Engineering in Training certificate from any State, DC, Guam, or Puerto Rico.
- Or current professional registration or licensure as a Professional Engineer or Architect.
- Physical Requirements:
Work environment involves risks typical of offices and training rooms; work outdoors in all weather; primarily sedentary with occasional physical effort (walking, climbing ladders, carrying light items, driving). - English Language Proficiency:
Proficient in spoken and written English. - Grandfathering Provision:
Employees formerly employed in VHA in this occupational series are considered to have met all qualification requirements.
- Manage healthcare engineering project design and administer construction in accordance with VA policies, design guides, manuals, and industry codes.
- Perform healthcare engineering project construction management and post-project activities, ensuring continuity of building and utility services.
- Ensure safe and effective use of medical gases, emergency power, ventilation, and other infrastructure.
- Communicate effectively with technical and clinical staff.
- Serve as project manager responsible for overall management, control, coordination, and execution of assigned construction programs and projects.
- Implement corporate decisions, guidance, laws, regulations, and policy in project development.
- Integrate station functions and customer needs with regulatory requirements.
- Oversee design process, ensuring alignment with VA policies and codes.
- Supervise construction activities, ensuring compliance with contractual and regulatory requirements.
- Maintain continuity of building and utility services during construction.
- Lead and coordinate projects from planning through completion.
- Perform COR duties for design and construction contracts.
- Support operation and maintenance of facility systems.
- Ensure designs meet Joint Commission, FDA, CAP, NFPA, and VA requirements.
- Coordinate and monitor contracts to ensure specifications, codes, schedules are met.
- Ensure all projects maintain compliance with VA, TJC, OSHA, EPA, and other requirements.
- Oversee project budgets, funding allocations, and cost control measures.
- Collaborate with clinical, administrative, and executive teams to develop engineering solutions.
- Track project progress, identify issues, and provide leadership in resolving problems.
- Perform other assigned duties.
