Position: Property Manager 1
Location: City of Albany

Duties Description

  • Develop, maintain, and update geospatial facility data within ArcGIS, including building footprints, site locations, addresses, occupancy information, departmental assignments, and interior space layouts.
  • Conduct regular audits and validation of facility datasets to ensure accuracy and completion; implement data quality control procedures to support space utilization analysis, reporting, and management decision‑making.
  • Integrate data from multiple sources, including property records, occupancy permits, blueprints, and program documentation, into a centralized geospatial database.
  • Prepare detailed space layouts, plans, and specifications using ArcGIS, including workflow configurations and infrastructure requirements such as telecommunications, electrical systems, storage, movable partitions, HVAC, acoustical ceilings, and parking accommodations.
  • Confer with program management regarding space requirements and associated expenditures; evaluate proposed layouts to determine feasibility and cost‑effectiveness.
  • Conduct studies to determine optimal placement of staff, equipment, and program operations within facilities; recommend solutions to resolve conflicting space needs among offices.
  • Obtain and review landlord‑provided blueprints and plans; evaluate layouts and available space to determine suitability for programmatic and operational needs.
  • Evaluate potential sites for suitability based on size, configuration, adaptability to Department needs, availability of parking and public transportation, and accessibility in compliance with applicable laws and regulations, including ADA requirements.
  • Develop and maintain detailed interior facility mapping, including room designations, equipment placement, and occupancy loads.
  • Prepare evacuation maps and egress route plans based on facility layouts and emergency planning standards.
  • Enhance geospatial datasets to support emergency preparedness planning, including mapping of critical infrastructure (e.g., utility shut‑off locations, fire suppression systems, emergency exits) and hazardous materials storage areas.
  • Conduct spatial analyses to identify risks and vulnerabilities related to emergency scenarios; provide data to support emergency response planning and resource allocation.
  • Support long‑range space planning initiatives through analysis of current and projected space needs; identify opportunities for consolidation and improved utilization of resources.
  • Provide technical assistance and guidance to agency staff regarding geospatial mapping and facility data management.
  • Develop and deliver training related to ArcGIS applications and best practices.
  • Utilize ArcGIS Pro, Arc Map, and other related software applications to analyze, visualize, and report facility and space planning data.
  • Remain current on developments in geospatial technology and evaluate potential applications to improve facility planning and management functions.
Minimum Qualifications

Open Competitive:

  • Four years of experience performing office and field duties directed at the construction, acquisition, rehabilitation, and maintenance of office space. (Property Manager Trainee 1, NS – equivalent to SG‑14)
  • Five years of experience performing office and field duties directed at the construction, acquisition, rehabilitation, and maintenance of office space. (Property Manager Trainee 2, NS – equivalent to SG‑16)
  • Six years of experience performing office and field duties directed at the construction, acquisition, rehabilitation, and maintenance of office space. (Property Manager 1, SG‑18)

Substitution:

  • An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Competitive:

  • Candidates must be reachable for appointment on the Current Civil Service Eligible List, Professional Careers Opportunity (PCO) or Public Administration Traineeship Transition (PATT). Appointment may be made at the traineeship level.
