Position: Professional Engineer 1 (Environmental) (NY HELPS) - 17168
Duties Description The Professional Engineer (PE) 1 (Environmental) will be responsible for investigating human exposure to hazardous materials; reviewing workplans and reports and compiling relevant data on human exposure pathways; evaluating the completeness of inspections and making recommendations to achieve a complete, scientifically defensible investigation and exposure abatement remedial program. This involves reviewing work plans and investigation reports (RI/FS), remedial plans (PRAPS, RODS) and other reports as to whether they identify and adequately address the public health impacts from hazardous waste sites, petroleum spills and other contaminated areas.

The incumbent will provide written comments based upon the reviews of workplans, reports or other documents to the State and federal agencies and other concerned parties. The PE 1 (Environmental) will determine appropriate analytical procedures and collect environmental samples to determine the degree of human exposure to environmental contaminants. They will ensure that environmental samples are collected in accordance with proper laboratory protocols and requirements;

respond to reclassification requests (e.g., Petitions to Delist and Classification Packages); determine sampling/data adequacy regarding potential public health implications; and provide recommendations to supervisors, management and government agencies.

The incumbent will provide guidance on engineering issues on technically complex or innovative remedial site activities. The PE 1 (Environmental) will research and summarize available information and technologies to support development of program policy for emerging environmental issues; conduct field visits to hazardous sites to assess possible exposures to toxic and hazardous materials; collect appropriate data in the field as needed to assess the quality of training or determine the degree of human exposure to environmental contaminants;

make scientifically valid field observations and measurements as part of an exposure investigation; and provide property owners and occupants with sampling results and interpretation both verbal and in written form.

The incumbent will respond to inquiries by the public and other agencies regarding exposures to toxic and hazardous materials. Responses must address concerns and provide respondents with sufficient information to satisfy the inquiring party. The PE 1 (Environmental) will represent the Department at public meetings (as well as community advocacy or advisory groups, and other stakeholders) to address community health concerns, as well as at interagency meetings, meetings with other agencies and meetings with responsible parties and their consultants to discuss technical issues related to human exposure potential and assure that the Department's concerns are addressed in a technically sound manner.

Minimum Qualifications NY HELPS

Minimum Qualifications:

New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below;
* OR a New York State Professional Engineer's license and current registration AND one year of full-time engineering experience in sanitary, public health, or environmental engineering.

* Qualifying degrees:
Aeronautical Engineering, Aeronautical Engineering Technology, Chemical Engineering, Civil Engineering, Civil Engineering Technology, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Paper Engineering, Petroleum Engineering, Plastics Engineering, Sanitary Engineering, Soil and Water Resources Engineering, Water Resources Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.

Transfer or Reassignment:
Current New York State Department of Health employee with permanent or contingent-permanent status as a Professional Engineer 1 (Environmental), Grade 24, OR a New York State employee with one year of permanent or contingent-permanent competitive service in a title eligible for transfer to a Professional Engineer 1 (Environment), Grade 24.

Preferred Qualifications:

The preferred candidate will be a licensed engineer and will have experience with environmental investigation regulations and demonstrate their ability to read and understand engineering plans, specifications, and engineering reports related to environmental contaminants. They will have the ability to prioritize work and effectively manage multiple projects and programmatic tasks in a fast-paced environment.
