Duties Description
This position will be filled for the Main Office, Office of Design, within the Design Quality Assurance Bureau. This position provides the opportunity to support and influence transportation projects across New York State by helping ensure consistent application of Department policy, design standards, and project development procedures. The duties of this position will primarily involve assisting the Design Quality Assurance Bureau’s Project Development and Policy Section by providing technical and procedural guidance for projects requiring approval from the Deputy Chief Engineer of Design (DCED) and/or the Federal Highway Administration (FHWA).
These projects are typically among the Department's more complex transportation investments.
- Performing technical and compliance reviews of design approval documents and other project deliverables
- Coordinating with Regional Offices, Main Office functional groups, FHWA, and other agencies to facilitate project approvals and resolve technical or policy issues
- Providing guidance on project development procedures, design policies, and approval requirements
Additional responsibilities may include assisting with updating the NYSDOT Project Development Manual and portions of the Highway Design Manual, developing and delivering training on project development and design approval processes, supporting quality assurance initiatives, and assisting with Department priority projects.
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
Minimum QualificationsThis title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are:
- Either (A) a New York State Professional Engineer’s license and current registration and a qualifying bachelor’s degree or higher as listed below; or
- (B) a New York State Professional Engineer’s license and current registration and one year of full‑time qualifying engineering experience as listed below.
Qualifying degrees:
Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.
Qualifying experience:
One year of full‑time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.
- New York State Education Department (NYSED) Guidelines for Professional Engineering Practice, Guideline 1:
As a licensed professional engineer, you are required to practice within your authorized scope of practice, as defined in the Education Law, Commissioner's Regulations and Rules of the Board of Regents. It is your responsibility to be knowledgeable of any restrictions that are based on law or regulation, as well as those that relate specifically to your area of professional competence. - Continued employment as a Professional Engineer 1 is dependent upon continued possession of a New York State Professional Engineer’s license with current registration. Failure to maintain your New York State License and registration may result in removal from the Professional Engineer 1 title.
Applicants must be currently authorized to work in the United States on a full‑time basis.
SalaryThe starting salary for this position is $98,298. The maximum compensation for this position is $122,252. Mid‑Hudson Adjustment of $2,000 or a Downstate Adjustment of $4,000 may also apply depending on the location of the position.
