Location: City of Albany
The Professional Engineer (PE) 1 (Environmental) is responsible for investigating human exposure to hazardous materials, reviewing work plans and reports, and compiling relevant data on exposure pathways. This role evaluates the completeness of inspections and makes recommendations to achieve a scientifically defensible investigation and exposure abatement remedial program. The incumbent provides written comments to state and federal agencies, determines appropriate analytical procedures, collects environmental samples, and responds to reclassification requests.
The position also offers guidance on engineering issues, researches emerging technologies for program policy, conducts field visits, and represents the department at public and interagency meetings.
The PE 1 (Environmental) will:
- Investigate human exposure to hazardous materials and review work plans, investigation reports (RI/FS), remedial plans (PRAPS, RODS), and other relevant documents.
- Provide written comments to state and federal agencies and other concerned parties based on reviews.
- Determine appropriate analytical procedures, collect and analyze environmental samples to assess exposure.
- Ensure compliance with laboratory protocols and respond to reclassification requests.
- Assess sampling/data adequacy regarding potential public health implications.
- Provide guidance and recommendations to supervisors, management, and government agencies.
- Conduct field visits to hazardous sites, collect data, and provide sampling results and interpretation to property owners and occupants.
- Respond to inquiries by the public and other agencies regarding exposures to toxic and hazardous materials.
- Represent the Department at public meetings, community advisory groups, interagency meetings, and meetings with responsible parties.
Minimum Qualifications
New York State Professional Engineer license and current registration plus one of the following:
- A qualifying bachelor's degree (or higher) in a listed engineering discipline, or
- One year of full‑time engineering experience in sanitary, public health, or environmental engineering.
- Qualifying degrees include Aeronautical Engineering, Chemical Engineering, Civil Engineering, Environmental Engineering, Environmental Resources Engineering, Geological Engineering, Geotechnical Engineering, Materials Engineering, Mechanical Engineering, Petroleum Engineering, Soil and Water Resources Engineering, Water Resources Engineering, or Engineering Science with a recognized concentration in any of the above.
The preferred candidate is a licensed engineer with experience in environmental investigation regulations. Must understand engineering plans, specifications, and reports related to environmental contaminants, prioritize work, manage multiple projects in a fast‑paced environment, communicate effectively with diverse stakeholders, and possess knowledge of industrial control systems, operational technology, supervisory control, data acquisition systems, and their application in environmental exposure treatment.

The role requires travel throughout several counties, including areas not served by public transportation, up to 10% of the time, and may involve overnight stays.
