Duties Description This position is in the Passenger Rail Capital Projects Group within the Office of Engineering. It is anticipated that the successful candidate under the general direction of a higher-level professional, perform technical activities in support of various transportation projects and/or program areas in the planning and design. These activities include preparing written reports, agreements, and grants, and developing or reviewing schedules, contract plans and specifications.
Under the direction of a higher-level supervisor duties will include, but are not limited to:
* Collect information and requests from Regional offices, populate agreement database, determine appropriate agreement templates and process agreements with railroads to facilitate NYSDOT projects
* Evaluate highway plans and coordinate design reviews with railroad engineering staff
* Prepare written material for project related correspondence, highway agreements, project engineering reports, contract documents, and engineer's estimates
* Review and pay incoming invoices for railroad projects, using field information, and provide documentation
* Assist in developing, implementing and maintaining the procedures for incoming invoices. Assist and direct Regional staff to maintain consistency
* Develop and keep Project Management Plans current for grant documentation
* Prepare grant applications and grant quarterly reports in compliance with FRA and FHWA requirements
* Assist in meeting federal funding requirements for tracking and allocating funding
* Assist with providing and reviewing railroad standards for Design Build Projects
* Track, monitor, and assist in managing project and program funding
* Monitor capital construction encumbrances, contract lettings, and expenditures
* Work cooperatively with and coordinate activities with railroads
* Work cooperatively with and coordinate activities with Regional Offices
* Coordinate with Federal Railroad Administration and other agencies
Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
* To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open competitive minimum qualifications for this position. The qualifications are:
Transportation Analyst Trainee 1:
Four years of experience directly related to highways or transportation in either planning, engineering management, systems analysis or quantitative analysis of transportation or highway systems, and must have included direct responsibility for the preparation of written materials, such as narrative reports, letters of memoranda documenting the accomplishments, or supervision of such activity.
Transportation Analyst Trainee 2:
Five years of experience directly related to highways or transportation in either planning, engineering management, systems analysis or quantitative analysis of transportation or highway systems, and must have included direct responsibility for the preparation of written materials, such as narrative reports, letters of memoranda documenting the accomplishments, or supervision of such activity.
