Duties Description This position will be assigned to the Solid Waste Planning, Combustion, and Disposal Section within the Bureau of Solid Waste Management. The incumbent will work with section staff to provide technical assistance concerning landfills, transfer facilities, combustion and thermal treatment facilities, household hazardous waste collection facilities, and municipal solid waste processing facilities. Additionally, the incumbent will review Local Solid Waste Management Plans, Comprehensive Recycling Analysis, and other local planning documents, and work on the annual report data program for solid waste management facilities.
More specific duties will include:
1. Reviewing and evaluating Part 360 permit and registration applications, including associated engineering reports, drawings, variance requests, and equivalent design requests.
2. Providing technical assistance to regional staff, solid waste management facilities, and the public regarding regulations, policies, guidelines, and procedures related to facility design, construction, operation, closure, post-closure care, custodial care, corrective measures, and reclamation.
3. Performing facility inspections as needed to determine compliance with regulations, permit conditions, and registration criteria.
4. Coordinating and supporting regional staff in managing the financial assurance program for solid waste management facilities.
5. Reviewing, evaluating, and preparing comments for solid waste management planning units concerning local solid waste management plans (LSWMPs) and Comprehensive Recycling Analyses (CRAs), as well as biennial updates and annual reports.
6. Assisting with the annual report data program for solid waste management facilities, including analyzing, validating, and aggregating data, responding to data requests, and managing the database.
7. Completing special assignments such as providing training, preparing reports, and responding to FOIL requests.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:
Minimum Qualifications for appointment to Engineer Trainee, NS:
Either 1. A bachelor's degree or higher in engineering or engineering technology as listed below;
Or 2. Proof of passing the NCEES Fundamentals of Engineering Examination (FE) AND one year of full-time engineering experience as listed below.
Minimum Qualifications for appointment to Assistant Engineer (Environmental), SG-20:
Proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering Examination (FE) AND a qualifying bachelor's degree or higher as listed below; OR proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering Examination (FE) AND one year of full-time qualifying engineering experience as listed below.
